My email to Mr. Anderson, manager of Bass Pro in Little Rock, which has banned open carry: LRPD does not interpret law. They enforce it. To date, they haven’t arrested anyone for carrying openly, because the law doesn’t allow it. LRPD does not believe in the 2nd Amendment or gun ownership, which is why they are leaning on the AG’s opinion (which addressed journey, NOT the portion of the law that actually legalized constitutional carry), which does not have the force of law and isn’t even admissible in court. Separation of powers might be more important than the 2nd Amendment itself, because if the executive branch can interpret law, we don’t need the other two branches. I can appreciate the tough position that you’re in, but LRPD is willfully telling you one thing (lying, and saying that open carry is illegal) while doing another (not arresting anyone for open carry). Until this situation is rectified, Arkansas Carry must sadly add Bass Pro to our list of 2A Unfriendly Businesses. There is nothing ambiguous or confusing about Arkansas Law: Arkansas is a Constitutional Carry State. This requires some discernment from Bass Pro and any other business.
