NOW JUNE 29, 2013 Miqati: Parliament cannot exercise full powers Caretaker Prime Minister Najib Miqati said that the Lebanese parliament cannot legislate without the presence of the premier and his government. “The parliament plenary session cannot convene and legislate without the presence of the prime minister and the members of his government,”Miqati was quoted by the National News Agency as saying in a statement on Saturday. “It is not possible, at a time when the government is in a caretaking role, for the parliament to unilaterally exercise its full constitutional powers, without any restraints.” Miqati’s remarks came as a response to Speaker Nabih Berri, who, earlier in the day, confirmed that the parliament will convene on Monday despite the call for boycott made by major parliamentary blocs. A number of parliamentary blocs, including the Lebanese Forces, the Future bloc and independent Christian MPs said that they will boycott the parliament plenary session set for Monday. On Wednesday, the Parliament’s bureau decided to hold plenary sessions next Monday, Tuesday, and Wednesday.
