Nationals determination to roll back the state was in itself largely responsible for the economic and social problems of the 1990s. By slashing pensions and benefits, withdrawing protection from local manufacturers and the like, government had deflated the domestic economy, creating an artificial and avoidable depression at home even though exports were booming.
