New Recruitment Policy-an eyewash MOHD IRFAN On the eve of New Year State Govt. had announced New Recruitment Policy to utter dismay of unemployed youth as it doesn’t come up to the expectation of the youths. J and K Govt. directed all the recruitment agencies charged with the duty of recruiting non-gazetted employees to follow the New Recruitment Policy. The New Recruitment Policy which would now be applicable to non-gazetted employees to be recruited from now onwards following clearance from High Court which did not consider the petition filed against it as valid. According to the New Recruitment Policy, the new incumbents would be considered regular employees of the State Govt. from the day they join the duties, but their salary structure would be different from that of their counterparts already in service. They would be paid only Stipend which would be almost equal to the basic pay. They would be paid stipend for first two years. During the next three years, they would be stipend plus some allowances. They would be given full salary, including all allowances and other benefits, after they complete five years of service. It s clear that New Recruitment Policy, which perhaps would be the first of its kind in the country is not only discriminatory, but it has all the promising corruption and inefficiency. After the year 2010 who so ever is appointed in Govt. job he is not entitle for pension. It’s a really futile exercise and it’s a load upon those retiring individuals. This also results among job holders a competition for amassing wealth by all means whether they are legal or illegal. Ever since this Recruitment Policy has been announced protests by opposition parties, student organisations became order of the day. They demanded the roll back of this decision of the State Government and straightway opposed this policy. Muzzafar Hussain wishing anonymity said” this policy is against the individual and this will not provide any benefit to unemployed youth in particular and educated youth in general” . This policy will mar the future of lakhs of unemployed youth in the State. Those individuals who are having requisite qualification having Masters with PHD, too have to get meager salary for first five years. It’s really a great injustice meted out to the educated youth who are employed. Recently our CM on Republic Day addressing media said, “I have directed the recruiting agencies for fast track recruitment of jobs so that unemployed youth don’t suffer any more and have put a watch over this recruitment”. CM further said that Govt. has no jobs so go for private jobs or otherwise remain unemployed. Recently leading private companies like Tata Photon of renowned Rattan Tata and Docomo have wound up from our State and those individuals who were employed there are left in lurch. This also is the reason why individuals remain away from private companies because there is no security. Unemployment among youth is shooting up day by day resulting in great problem for them and some of them are overage and some are at the verge of getting overage. The New Recruitment Policy is discriminatory in another sense as well. For example the New Recruitment Policy will not be applicable to those appointed by Jammu and Kashmir Public Service Commission (JKPSC). The JKPSC recruits gazetted officers. You cannot have two sets of Recruitment Rules one for non- gazetted officers and other categories of employees. The decision of the State Govt. to exclude gazetted officers from the New Recruitment Policy and enforce it in case of non- gazetted and other employees is both irrational and discriminatory. State Govt. is not doing substantially to bring reforms in New Recruitment Policy but rather if maintains a stoic silence? Government is also not redressing the demands of employees like Sixth Pay Commission, release of DA etc. Govt. is of view that they are short of money from the Centre and unable to meet the requirements of employees. You cannot expect the new employees to do justice with their jobs when they would get less than half of what their counterparts holding equivalent positions, who were employed before the introduction of the new policy, will be getting. They would surely accept the appointment orders after their selection because they are unemployed, but they would be dissatisfied lot and remember that those who are dissatisfied are not expected to discharge their duties in the manner they are required too. Much hyped Central Govt. Job Placement Scheme (Himayat) for Unemployed Youths of trouble hit State of Jammu and Kashmir has failed to take off even after nearly one and a half year since it was announced in September 2011 followed by a valedictory function at Srinagar on 17th December, 2011 in which Union Minister Jai Ram Ramesh along with CM Omar Abdullah announced this Project. Only 610 youths got job placement under this scheme so far out of 1662 youths who completed various training skills which comes under the ambit of this Centrally Sponsored Scheme. Much to the surprise of common people, CM Omar Abdullah only few days ago has announced 80,000 jobs for the unemployed youths of the State in future much against the will of Planning Commission of India as the State Govt. completely depended for its Annual Budget on the funds allocated and released by the Planning Commission of India. SKEWPY hype has also not come up to the expectation of the unemployed youths. The scheme was launched with an aim to employ youth but to no avail. Recently, Service Selection Recruitment Board (SSRB) have advertised various posts in both divisions of State for which so many individuals stood in queues for depositing forms, from this we can judge that how much unemployment is prevailing in our State. According to reports SSRB has earn Rs 9 to10 crore from forms so far. This policy draws flak among the unemployed youth because they get meager amount Rs 3,000-5,000 which is not enough to fulfill the basic needs and requirements of life. It is irony, that those who are illiterate get more money per day such as mason Rs 500 and labour Rs 300 this also haunts aspiring youth.
