No matter how great MIGORI people grievances against local leaders might be, a civilized populace takes a state function as a rare opportunity to be intimated on several issues including finding answers to the what,where,how,why,when and who questions on the commonwealth which is contributed to by all communities. So for a section of the Luo community to have resorted to booing, heckling, shouting and general disorder on their turn to listen to and interrogate the state on development agenda is in itself a depiction of barbarism of the highest order and a serious affront to the values of tolerance and responsible citizenship. There is one thing that has escaped the mind of the Luo community since independence; that a Social Contract as a political arrangement between the people and the state involves certain obligations among which cooperation and active engagement is key. Therefore any political culture of estrangement and aloofness on the part of a people super structurally injures this Social Contract and one of the consequence is marginalization.
