They issue these types of hunting licenses because they are so broke from all the corruption within their own government that to fuel their economy they reach out to these super rich hunters (and lets be real, killing a lion Old Yeller style isnt really hunting) and give them a thrill for a very high price. Sandwiches dont pass legislation or create morals. Legislation does!
