North Providence Fire Department in a class by itself with top rating for Rhode Island An entity that rates firefighting capabilities in towns and cities across the country for insurance purposes has given North Providence the highest rating in Rhode Island, putting the town in a class with just six other communities in New England, and 60 other communities in the nation, North Providence Fire Chief Leonard A. Albanese Jr. said Tuesday. The Insurance Services Office has classified firefighting capabilities on a scale of 1 to 10 in 48,000 areas across the country. North Providence is the only community in Rhode Island with the Class 1 rating. North Providences rating reflects the departments operations, including equipment, staffing, training, geographic distribution of fire companies as well as such factors as water supply systems and communication systems. With only about 5 square miles of coverage area, North Providences geography equips it to perform well on assessments of its water supply and distribution of personnel. Albanese said the enhanced rating reflects advances in training, updates in standard operating procedures and a recent focus on the speediness of dispatching firefighters following a 911 call. Both the Fire Department and the ISO will work with property owners in the coming months to assure that they will not be overpaying for insurance when the new rating takes effect on Nov. 1. Mayor Charles A. Lombardi said homeowners can expect a 1 percent or 2 percent reduction in their insurance rates. He said the rating also affirms his administrations controversial reorganization of the Fire Department, which involved closing a firehouse on Douglas Avenue.
