OFFICE OF THE DEPUTY GOVERNOR/ HONORABLE COMMISSIONER, MINISTRY FOR LOCAL GOVERNMENTS This Office submitted eight (8) memoranda for deliberation by Council. Only two (2) were approved for execution as follows: b. Boundary Dispute Between Ningi LGCA of Bauchi State and Sumaila LGCA of Kano State:- The Kano State Boundary Committee under the Chairmanship of the Deputy Governor/ Hon. Commissioner, Ministry for Local Governments attended a meeting in Bauchi State on 27th – 28th August, 2013 at the instance of the Presidency and National Boundary Commission. This was in an attempt to resolve issues causing disputes among communities of Ningi LGCA of Bauchi State and Sumaila LGCA of Kano State. Charting a reliable roadmap/way towards final resolution of the conflict was among reasons for the endeavor. The problem has lingered long enough that culminate to the signing of the Bauchi – Kano (BAKA) accord of 1985. Progressively, a communiqué was issued after the recent meeting. A copy was presented to Council for consideration. The salient aspect is that a Joint Technical Committee comprising ten (10) members was set up with five (5) points of reference as follows: i. Ascertaining the number of emplaced Pillars on the boundary. ii. Identify the number of pillars required to define the turning points of the un – demarcated sector. iii. Identify position and number of uprooted or defaced pillars. iv. Prepare and submit report on the completed work to the National Boundary Commission on or before 25th November, 2013. v. The National Boundary Commission shall convene next joint meeting of the Officials of the two (2) affected States in Kano at a date to be fixed subsequently. Council appreciated the presentation and awaited the date to be fixed for the meeting stated. 6. MINISTRY OF HEALTH Update on the Proposed Establishment of Schools of Nursing at Gwarzo and Gaya Towns Respectively:- The Honorable Commissioner, Ministry of Health reminded Council, through contents of this memorandum that, the report from the Government Transition Committee revealed the need for the establishment of additional Schools of Nursing in the State. Gwarzo town and Gaya town were identified as suitable for such laudable development. Nevertheless, the Ministry of Health still considered it pertinent to submit an update on the issue for consideration by Council. Thus: • Proposed School of Nursing, Gwarzo; i. In 2013, the present administration identified a site adjacent to School of Environmental Studies, along Gwarzo – Dayi Road for establishing a School of Nursing. ii. A land donated to the Government by Alhaji Isma’ila Gwarzo (former National Security Adviser) exists and awaits utilization for the envisaged purpose. iii. That three (3) housing units/Staff quarters were constructed up to DPC level. iv. That the donor of the land pledged to construct an administrative block whenever the project commences. v. Foundation for the perimeter wall fence for the proposed School has already been executed. • Proposed School of Nursing, Gaya; The Gaya Local Government Council has provided a piece of land in Gaya town for the establishment of the proposed School of Nursing. Essentially, the Ministry of Health deemed it necessary to notify Council of the need to establish more Schools of Nursing in addition to the ones currently being established in Madobi and Gezawa LGCAs. This is worthwhile because healthcare services delivery require professionally trained personnel. A budgetary provision for the establishment of these two (2) Schools in either 2013 Supplementary Budget or against 2014 proposed budget is advisable. Council appreciatively noted and kept the presentation in view. 7. MINISTRY OF WOMEN AFFAIRS AND SOCIAL DEVELOPMENT One (1) of the two (2) memoranda submitted for deliberation by Council from the Ministry of Women Affairs and Social Development was approved for execution. Thus: Request for Funds to Enable the Conduct of the 2nd Batch Training/Empowerment of the Less Privileged Women:- The contents of this memorandum notified Council on the existence of a special poverty alleviation program in the Ministry of Women Affairs and Social Development that targets women considered the worst hit in terms of poverty and deprivation. Cash is usually set aside for the needy that troop into the Ministry with various requests for assistance. Council was reminded of the conduct of the first batch training and empowerment of these less privileged women in which 500 beneficiaries were involved selected from among divorcees, widows, deserted women, VVF patients, women with HIV and AIDS and disabled women. Successful conduct to completion of the first batch of the program informed decision of the authorities at the Ministry of Women Affairs and Social Development to submit a proposal for approval of the conduct of the second batch of training and empowerment for the less privileged women. Details were presented for consideration by Council, which appraised the contents and approved as follows: i. That the 2nd Batch Training/Empowerment for the Less Privileged Women should also involve 500 beneficiaries instead of the proposed 1000; ii. That the training should last for seven (7) days instead of two (2) days; iii. That the post training empowerment package should be up to N20,000.00 for each trainee instead of the N10,000.00 given to each of the beneficiaries of the first batch; and iv. The sum of N18,753,000.00 was approved for release to the Ministry of Women Affairs and Social Development to enable conduct of the 2nd Batch Training/Empowerment Program for 500 Less Privileged women for seven (7) days. 8. MINISTRY OF WATER RESOURCES Request for Funds to Enable the Procurement of Operational Fisheries Materials, Beddings/ Kitchen Utensils and Connecting the Fisheries Institute, Magaga Dam to the National Grid:- The Fisheries Institute established at Magaga Dam is in addition to the already established twenty-one (21) skill acquisition Institutions by the present administration. The School is yet to properly take – off and commence instructions despite the recent approval granted by Council for the construction of training fishponds at the released and utilized sum of N20,585,059.06 in the School. Meanwhile, the Ministry of Water Resources requested Council through the contents of this memorandum to approve the release of the aggregate sum of N11,100,250.00 to facilitate the immediate take – off of the Institute by procurement of: i. Beddings/kitchen utensils N3,436,600.00 ii. Operational Fisheries MaterialsN1,944 ,750.00 iii. Connecting the School to National Grid N5,718,900.00 TotalN11,100,250.00 Relevance of the request and congruency of the project to the empowerment policy of the present administration prompted Council to approve the release of the sum of N11,100,250.00 to the Ministry of Water Resources for the purposes presented above. 9. MINISTRY OF FINANCE The Kano State Investment and Property (KSIP) Company and the Kano Housing Corporation requested, through the State Ministry of Finance for approval by Council for the release of an additional Treasury Loan of N2,000,000,000.00. As main promoters of the Implementation/Establishment of the three (3) Cities of Kwankwasiyya, Amana and Bandirawo, the two parties deemed it necessary to submit the request so as to maintain steady but speedy progress of the projects ensuring qualitative completion within the span of the tenure of the second incumbency of Governor Engr. Rabi’u Musa Kwankwaso, FNSE. Considering the significance of the request, Council approved the release of the Treasury Loan of N2,000,000,000.00 by the State Ministry of Finance to Kano Investment and Property Company (KSIP) and Kano Housing Corporation under the same arrangement as obtained in the earlier cases. UPDATE ON ACTIVITIES OF THE 114TH EXECUTIVE COUNCIL MEETING 1. IMPROVEMENT OF WATER SUPPLY IN THE STATE In its effort to ensure the continued provision of potable water to the teeming population of the State, Council acknowledged the arrival of the ordered 600MM ductile iron pipes to be laid from Joda Regional Water Plant to Gezawa town (about 24KM distance) worth N1,240,205,511.97. Furthermore, Council acknowledged the progress made so far on the laying of pipes and improved supply of water in the following regional water supply schemes across the State: Watari to Mil Tara 600MM ductile iron pipes laid for a distance of 42KM worth N2,008,800,000.00, Watari to Tsanyawa 400MM ductile iron pipes for a distance of 33KM worth N1,004,872,773.45, Challawa to Gwaron Dutse 1000MM ductile iron pipes for a distance of 15KM worth N2,072,023,826.25 and Kafinchiri to Sumaila 400MM ductile iron pipes for a distance of 23KM worth N718,462,657.50. 2. SWEARING – IN OF TWO (2) NEW PERMANENT SECRETARIES Council witnessed the swearing – in of two (2) newly appointed Permanent Secretaries in the person of Engr. Kabiru Jibrin & Audi Abdulkadir Adamu Baffa who were posted to State Ministry of Works, Housing & Transport and Ministry of Education respectively. Council urged them to be dedicated and honest in the discharge of their official responsibilities. 3. PRESENTATION OF AN AWARD TO GOVERNOR ENGR. RABI’U MUSA KWANKWASO, FNSE Council witnessed the presentation of an Award to Governor Engr. Rabi’u Musa Kwankwaso, FNSE by the National Association of Surveyors as a Fellowship Member of the Association for involving Professionals (Surveyors) in the giant strides toward implementing the State construction projects (i.e. Construction of Flyover, Kwankwasiyya, Amana & Bandirawo Cities) and other development projects across the State. 4. VICTORY OF KANO PILLARS FC OVER ENUGU RANGERS Council jubilated over the successful outcome of the match played on Wednesday 4th September, 2013 between Kano Pillars FC and Enugu Rangers FC in which Kano Pillars FC emerged victorious. Council promised continued Government support to the Kano Pillars FC in order to maintain their current 1st position. 5. PDP NATIONAL CONVENTION Council acknowledged the conduct of the PDP National Convention held in Abuja and upheld the stand of the seven (7) Governors, Senators, members of House of Representatives and Elders of the party for the forming of New PDP under the chairmanship of Alhaji Abubakar Kawu Baraje. Accordingly, Council unanimously agreed that, this is a new phase in the democratic dispensation, pledged its support to the new leadership of PDP, and urged other side to join the new leadership in order to save democracy.
