RECRUITMENT INFORMATION This recruitment is being held to establish an Open Eligible List to fill a current vacancy in the County Executive Office (CEO) / Legislative Affairs Unit. This list may also be used to fill County of Orange vacancies in this class for this specialty until the next recruitment. THE ORGANIZATION AND THE COUNTY EXECUTIVE OFFICE The County of Orange benefits from a robust legislative advocacy program directed by the Board of Supervisors in order that local priorities and programs are rigorously promoted and protected in Sacramento and Washington, DC. To be effective in this mission, the Orange County Board of Supervisors sets legislative policy and directs the collaboration of advocacy efforts among the County Executive Office, Legislative Affairs Program (CEO/LA), the Countys State and Federal Advocates, State and Local Associations, and County staff. The Board annually adopts a State and Federal Legislative Platform which includes legislative priorities, policy statements and bill proposals that benefit the County. Additionally, it identifies resources and programs that need to be protected from potential reallocation. CEO/LA serves the Board of Supervisors providing legislative analysis and recommendations as well as coordination of advocacy efforts in Sacramento and Washington, DC. THE OPPORTUNITY The County of Orange, County Executive Office (CEO), and Legislative Affairs Unit have a challenging opportunity for a proactive, results-oriented manager with legislative, public affairs and inter-agency coordination experience. As a member of the CEO Legislative Affairs Unit, you will play a vital role in ensuring that the priorities of the Board of Supervisors are advanced through various strategies including legislative advocacy, regulatory reform and administrative initiatives. You will lead the coordination of the County departments and agencies in their work to support the policies and priorities adopted by the Board of Superiors in the Orange County Legislative Platform. You will develop the Legislative Affairs Program Office to support the work of the departments and agencies and you will research and recommend best practices in advocacy efforts. THE POSITION The Legislative Affairs Analysts primary responsibility is to coordinate and provide comprehensive support to the County departments and agencies to as they work to advance the priorities set by the Board of Supervisors. The analyst reports to the Manager of Legislative Affairs and will work with County departments and agencies, state and federal advocates and local stakeholders to develop the annual Legislative Platform. The Analyst will manage, monitor and track efforts towards the Platforms success including development of metrics. While the Analyst will work with Countys contract lobbyists the analysts primary role will be to provide coordination, resources and support to the legislative coordinators in county departments and agencies. Occasional travel may be required of this analyst. This manager will be responsible for developing a network of relationships intra-departmentally as well as with other governmental entities and interest groups that share common interests and goals with the County. Equally important in the Legislative Affairs Analysts duties will be the development and implementation of the Legislative Affairs Program Office. This office will support the advocacy efforts of County departments and agencies by developing standardized tools, best practices, training modules and program metrics. The analyst will be responsible for research, development, implementation and maintenance of this program including regular training and coordinating meetings Ultimately, the Legislative Affairs Analyst will be the coach of the legislative coordinators located in the Countys department and agencies, providing both general and tailored support to their needs and efforts. In the course of this, the analyst will develop a the standardized tool kit of information and resources that will form the backbone of the program office and ensure that best practices are being utilized uniformly through the Countys advocacy efforts. This position will involve a significant amount of independent work and research as well as concerted effort focused on team-building and intra-departmental coordination. THE IDEAL MANAGER: The ideal candidate will have experience and education related to State and Federal Legislative processes; analyzing legislation and budget proposals; recognizing and acting upon opportunities to build strong partnerships; consistently demonstrating strategic thinking and being politically astute when communicating legislative matters both orally and in writing. The ideal candidate will specifically possess a bachelors degree in the area of Political Science, Business Administration, Communications, English, History, Public Administration, or other related area of study. A Masters Degree as well as direct local legislative experience is preferred. More specifically, the successful candidate will demonstrate substantial experience and education as it relates to the competencies as described below.
