Obviously Aquino could not (and cannot) fire Abad. They are much too deeply involved together, in unpunished crimes against the people. And they go a long way. Abad has been Aquino’s “mentor” in many things, even when they were still sitting in the House together. He continues to perform that role. Thus, Aquino has rewarded him with the only non-elected political dynasty in the country, with direct and unrestricted access to the public till. As budget secretary, he is in charge of the billions of unliquidated DAP disbursements, unprogrammed funds of P477,182,467,000 from 2011 to 2014, and the entire year-to-year national budget, which has ballooned into P7.732 trillion in four years, (as against Gloria Macapagal Arroyo’s total budget of P9.756 trillion in nine years).
