On Monday 11th June 2013, The Vihiga County Assembly held a special session and approve the Vihiga County Executive Committee and County Public Service Board nominated by Governor Akarangaas below; a). County Executive Committee approved for appointment are: 1. Kenneth Sande Mukuna - Agriculture, Fisheries, Livestock and Cooperatives 2. Evans Kaiga Inyangala - County Treasury 3. Halima Abdi - Environment, Natural Resources, Water and Forestry 4. Elmanus Angaluki Vodoti - Education, Science and Technology 5. Silas Kepkemboi - Transport and Infrastructure 6. Johnstone Anyika Khejeli - Public Service and Administration 7. Newton John Onguko Okwiya - Industrialisation, Trade and Tourism 8. Clara Josphine Indire - Lands, Housing, Urban and Physical Planning Two nominations were rejected, namely 1. Zilpah Kageha Andiva -Health Demonstrated no knowledge of health issues 2. Nixom Omeri Amendi - Gender, Youth and Sports Wants to join the Executive but unwilling to Resign as the Vihiga County KUPPET Executive Secretary. b). County Public Service Board nominees approved for appointment are; 1. Caroline Rebecca Enane - Chairperson 2. Naomi Ruth Esiaba - Member, representing persons with disabilities 3. Philimon Edagiza Amadi - Member 4. Bigood Asienwa Opapa - Member 5. Patrick Hoyd Isadia - Member Two nominations were rejected. These are; 1. Joseph Mdege Kimiywi - CEO and Secretary to the Board Despite being the Siaya County Commissioner, he is not a qualified and accredited Certified Public Secretary as required by law. 2.Bishop Elkana Salamba - Member. Did not show commitment to joining the Board as he was only keen on being the Chairperson for which he was not nominated.
