On the Matter of Boda Boda Training I was going to let you deal with this matter with the CDF Committee but the trajectory it has taken is worrying. All of us are entitled to information on the goings on in Ugenya not only from the CDF Committee but all the other ongoing in the Constituency. A seemingly honest request for information which I thought should have been directed to the CDF Committee has now degenerated into attacks on my person and my integrity. Let me confirm the following: 1. The level of accidents due to Boda Boda operations in Ugenya has been alarming and hence the need and urgency for training, especially on safety and proper operations of the Motor-cycles. The fact that someone rides a motorcycle does not mean that they know how to operate those machines. Indeed 90% of our boda bodas do not have proper training on motorcycle riding nor do they have the required rider’s licenses. Suggestions that this training could wait I think are baseless. 2. As Patron of the CDF Committee, I do not participate in the tendering processes of and by the Committee. Anybody who says that I have given a tender to anybody should therefore read the CDF Act a fresh. I do not know, has never met nor talked to the proprietors of Busia Driving School. Since this issue came up I have been able to follow up with the CDF Committee on how the tender was awarded, information which the Chair of CDFC, Jim Okola has endeavored to explain. Granted that there are other driving schools in Ugenya, I have independently since enquired as to their capacity to offer the required services and I am convinced that there is nothing factually or legally wrong with tender award to Busia Driving School. 3. Suggestions as to who should have been awarded the tender, building capacity of local entrepreneurs and the like are welcome and I take them in the spirit in which they are made. I am sure the CDFC have also noted these suggestions. Just because something was done in a way that does not meet your expectations or your sense of what is right does not make it wrong. It is also not in good taste to ask for information and when you are offered the information you abuse and insult the person giving the information. 4. If there should be any financial impropriety on this activity, please don’t hesitate to go to Police or Anti-corruption Commission. 5. The CDFC is an elected Committee, if you have information on wrongdoing on the Committee or any of the members, including me, you can have us removed from office instead of issuing useless threats that do not help the people of Ugenya. 6. For the University students, I don’t think my relationship with them should be based on fare refunds. Just get me the list of those who attended and I will do the needful. There is so much we could do together between now and the next elections. I find the argument on fare refunds quite myopic. You will soon be invited to propose the best method you want used to allocate and disburse the bursaries set aside for the University students. 7. Drawing my name into your posts is allowed but I won’t take any insults or abusive language on my person. I am a politician and if you want to do politics I am game. Meanwhile during the week the Boda Boda tender was awarded, the following things, which you know , but are not worth your facebook pages happened: 1. The first batch of the Ugenya Teachers Traing College students reported. 2. We did consultations for the lauch of Ugenya Technical Training Institute in North Ugenya. Construction to start in 30 days. Tendering has been completed by the National Government 3. We finalized plans for launch of Ugenya Medical Training College. Tenders to be launched next week.
