(Open letter- for comments) CULTURE OF CORRUPTION By Casper V. Inocalla Headline and first paragraph of The Sunday Times dated September 1, 2013, says and I quote: “Sc rapping ‘pork’ won’t end corruption—bishop BY ROBERTZON F. RAMIREZ REPORTER SCRAPING the “pork barrel “ system is not enough to end the culture of corruption that has become so pervasive that has taken root, according to Nueva Segovia Archobishop Ernesto Salgado.” (Bold italics mine for emphasis) What constitutes culture? Culture from the Latin cultura stemming from colere, meaning "to cultivate," generally refers to patterns of human activity and the symbolic structures that give such activities significance and importance. Cultures can be "understood as systems of symbols and meanings that even their creators contest, that lack fixed boundaries, that are constantly in flux, and that interact and compete with one another" Culture can be defined as all the ways of life including arts, beliefs and institutions of a population that is passed down from generation to generation. Culture has been called "the way of life for an entire society." As such, it includes codes of manners,dress,language,religion,rituals, norms of behavior such as law and morality, and systems of belief as well as the art. (Underline are to give emphasis) The prevailing doctrine in Asia is KARMA meaning action and reaction. Good things will be rewarded, bad acts will have corresponding punishment. In Japan, it is the wrong doer who shall punish himself. If grave wrong is committed, he should do the hara-kiri. This way, there were/are very few wrong doers. KARMA doctrine is similar to Galatians 6:7-9 of the Bible. New International Version (NIV) 7 Do not be deceived: God cannot be mocked. A man reaps what he sows. 8 Whoever sows to please their flesh, from the flesh will reap destruction; whoever sows to please the Spirit, from the Spirit will reap eternal life. 9 Let us not become weary in doing good, for at the proper time we will reap a harvest if we do not give up. How to obtain clear conscience The Catholic religion brought in the Philippines its Catholic religion, wherein wrong doer can confessed his/her sins to the priest, ask for forgiveness. Priest punishment were/are usually 10 Hail Mary, etc. and can received communion. The same fellow commits another sin, same procedure as above, the repetition seem endless, as you can observed same fellow taking communion over and over again. The fellow, who confess his/her sins and take a communion, now have clear conscience. How about the administrative, civil and criminal cases With clear conscience, the wrong doer, if he can afford, hires smart lawyer, one that seldom losses any case in court, for he/she has lot of connections. So Nueva Segovia Archobishop Ernesto Salgado is right, SCRAPING the “pork barrel “ system is not enough to end the culture of corruption that has become so pervasive that has taken root in the Philippines, a predominantly Catholic county in Asia. Proposals to reduce if not eradicate culture of corruption in the Philippines 1. Instead of priests holding confession and communion, just apply Galatians 6:7-9 of the Bible already mentioned above; 2. Advise wrong doer, to say sorry to the victims and return to owner, what was stolen, and such things will never happened again, as practice in some countries; 3. If wrong doer takes somebody life, advise wrong doer to say sorry to the relatives and ask relatives how much compensation he should pay, if he can afford, then pay, and that such killing will never happened again.
