Or a Defense budget of world conquest proportions= The United States historically has had the world’s highest military budget. It was usually justified as necessary if in case of a Soviet attack. Since the end of the Cold War, there was no justification to have a big budget military budget. After 9/11 the military received more funding for the War On Terror. Tech basically says if it wasn’t for 9/11 the military could not spend as much money as they have because there was no obvious need to. He is also pointing out that US policy has little to do with “defence” as most of the budget is spent attacking countries which pose little credible threat to the United States e.g. Iraq, Libya etc.
