PLANNER III – SITE PLAN APPROVAL OFFICER DEPARTMENT: Planning and Building Services JOB POSTING # 2014-0242-L LOCATION: 400 City Hall Square, Suite #404 NO. OF POSITIONS: 1 RATE OF PAY: $74,916.63 - $91,062.09 Annually POSITION STATUS: Regular Full-Time DEADLINE DATE: Friday, November 14, 2014 DUTIES: Reporting to the Manager of Urban Design, the successful candidate will be a planning professional with a strong background in the review, processing, evaluation and approval of all Site Plan Control Applications. Accordingly, the Site Plan Approval Officer will: Coordinate site plan review approval process and Site Plan Review Committee; Chair Site Plan Review Committee, including the approval of Site Plan Control Applications in accordance with By-Law 11275; Communicate with the public, developers, administration and City Council on all matters related to Site Plan Control; Negotiate with developers and their agents to realize a development outcome that balances the developer’s interests with the public benefit/impact, while insuring an equitable balance of municipal/planning requirements are met; Preparation of technical analysis and written reports (including Council Reports) and recommendations for approval concerning site plan control applications submitted to the City insuring required timelines are met; Monitor and make recommendations for improving Site Plan Control Policies and reviewing procedures; Research emerging trends and best practices in all dimensions affecting design and development in the community and recommend Official Plan policies, site plan procedures and other municipal requirements that promote efficient, effective and attractive development; Provide expert evidence on planning matters before the Ontario Municipal Board and other tribunals; Assist to build community capacity advancing the esteem held for the quality of the municipality’s overall attractiveness and its relationship to health and prosperity. Develop and document guidelines and standards to achieve optimal functioning and physical appearance of the community; Provide functional supervision to the Planner II – Research and Design Support and Clerk Steno; Carry out Occupational Health and Safety duties as outlined in the Corporation Health and Safety program; Perform other related duties as assigned. QUALIFICATIONS: Must have a University degree in Planning, Urban Geography, Architecture or related discipline, or Ontario Ministry of Education equivalency; Must have a minimum of four (4) years experience in planning or planning related field; Candidate must be a full Member of the Ontario Professional Planners/Canadian Institute of Planners, or must be able to attain full membership within one year of accepting the position; Must have thorough knowledge of the Planning Act, Provincial Policies, Official Plan Policies (e.g. urban design), and Community Planning Documents (e.g. Community Improvement Plans) project management and negotiation skills; Must have project management and organizational skills; Must demonstrate experience in being able to use persuasion, influence, and negotiation to arrive at desired outcome; Must have initiative and ability to work both independently and as a member of a team; Must have working knowledge and experience with various computer programs including word processing, spreadsheet and graphics applications; Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful driver’s license is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment; Will be required to lift up to 30 lbs.; Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
