PR: DWRC reiterates its call for international solidarity with the banned Union of Public Employees and its leaders detained by the Palestinian Authority #Palestine, #tradeunionrights The Democracy and Workers’ Rights Center in Palestine reiterates its call for urgent international solidarity to secure the release of the three unionists of the Union of Public Employees detained by the Palestinian Authority since last week, and to lift the ban imposed on the Union of Public Employees. On Monday, the detention of Bassam Zakarneh, Moein Ansawi and Mohammed Husein has been extended for 15 days, and release on bail has been refused. Bassam Zakarneh, the union’s president, and Moein Ansawi, its vice-president, had to be transferred two days ago to the Ramallah Medical Complex due to a sudden deterioration of their health during their detention. They are kept under police guard at the hospital, and access to them is restricted. Moein Ansawi suffers from acute inflammation in his kidneys and Bassam Zakarneh had to undergo two medical procedures due to chest pains and respiratory difficulties. The charges brought against the three unionists are dereliction of job duties, establishment of a non-registered association and incitement to strike. Other representatives of the Union of Public Employees have been arrested and subsequently released by Palestinian security forces, and pressured to cease all “prohibited activities”, i.e. union activities. In a related incident, Usama Al-Najjar, the head of the Allied Health Professionals Federation and the Medical Technology Association was detained by “presidential order” on 11/11/2014, and released later in the evening after three health sector unions called for a strike in protest against his arrest. So far, the executive authority has refused to lift the ban on the activities of the Union of Public Employees, effective as of 7/11/2014, and to allow for its offices to reopen. This ban is based on the conclusions of a committee formed in 2012 by presidential decision, which declared the Union of Public Employees “illegal” although the union has been defending employees’ rights since 2006 and has negotiated agreements with several governments, its representatives are elected by public sector employees in ministries and official institutions, and its internal statute has been approved by the Ministry of Labor. From its side, the Palestinian Legislative Council and parliamentary blocs have called for the liberation of detained unionists, and an end to violations of freedom of association and the right to organize by the executive authority. In a further development, an arrest warrant by “presidential order” was issued yesterday 12/11/2014 against the Secretary General of the Palestinian Legislative Council, Ibrahim Khreisheh, after a press conference in which he announced that the employees of the Palestinian Legislative Council would be on strike until detained unionists are released. A solidarity tent with the Union of Public Employees has been erected in the courtyard of the Legislative Council. The Democracy and Workers’ Rights Center in Palestine views with grave concern these violations of freedom of association and the right to organize, and other fundamental rights and liberties guaranteed by the Palestinian Basic Law and international human rights conventions to which the Palestinian Authority has recently adhered. We urge all trade unions, labor rights and human rights organizations worldwide, to call on the Palestinian Authority to release detained unionists, reopen the offices of the Union of Public Employees and lift the ban imposed on its activities, as well as respect the separation of powers and fundamental rights and liberties, particularly freedom of association and the right to organize, which is a key right.
