PRIVILEGED SPEECH SEPTEMBER 23, 2014 Hon. Cesar Yap, Jr. M.D. THE NEW “GOOD” SAMARITAN OF OUR TIMES I. Pleasantries… Mr. Chairman,… II. INTRO: We are now in a fast-paced world. Everybody has been so busy A. Story of The Good Samaritan 1. Once there was a busy man walking along a city road… 2. He heard a cry for help coming from a road ditch or canal 3. “Help me help me please” … The busy man stopped: “What happened?” 4. “I was travelling when three bad guys attacked me, stripped off my clothes, got my money, then mauled me” “I need your help” 5. The busy man yelled back:” Wait! There’s this good man called ‘The Good Samaritan: who always help people in need. Surely, he will help you!” “Just hang there, he’ll be here anytime soon” 6. “But I am the… “ However, the man has already left. 7. Then another man, a doctor came by and heard the cry for help. 8. “”Who was that?” “I’m here down the canal. I need help. Three guys attacked me and now I can’t move” 9. “Oh my!” said the doctor. “If only I had the time, I’ll help you. But I have an emergency call from the nearby hospital” “Don’t worry. There’s a guy named the Good Samaritan who will help you” 10. “But please I’m dying” The Doctor, however, left in haste for the emergency. 11. Then another man came and ran near the canal upon hearing the man crying: “OMG! What happened?” I was beaten, stripped, and robbed” 12. The man peeked nearer and said:” Hey your voice sounds familiar. Oh my gosh! You look familiar!” Where are you from? 13. “I ‘m from SAMARIA” “Do you have a nickname?” “Yes, people call me the ‘GOOD SAMARITAN” because I helped a person who was beaten and robbed last week” 14. “Oh my JESUS! Yes YES! I was the man you helped! I have been looking for you all this time. I really wanted to pay back!” “And now I can finally pay you back. Here are the two silver COINS that you gave the Innkeeper to nurture me!” “Wow! I can’t wait to tell my friends that I have seen you!” 15. “But please what I need right now is help and not the money. I am dying. I can’t breathe” 16. But the man left hurriedly leaving the two silver coins beside the victim” 17. The poor Good Samaritan died quietly! III. MIDDLE: Things have changed, Mr. Chairman. Too many things had eroded our desire to help A. Even people who are most capable to help may pass by a needy victim all in the name of ‘Busyness” B. We have to preserve whatever desire to save lives left in us Mr. Chairman. 1. So glad to know there are some persons left with this heroic calling 2. Too easy to spot them. a) Just take a look at their cars’ windshields. b) They are the ones with “MD’ stickers stuck on it c) They are the Physicians who will not let you down d) Dr. Bu Castro, former president of The Philippine MEDICAL ASSOCIATION, said during his message here: “Remember, you are legally obliged to help if you have stuck the MD sticker or emblem on your car. IV. CLOSING: Mr. Chairman, to make this city a beautiful place to live, what we need is LOVE. B. Let us be reminded of the St. Luke’s The Good Samaritan Parable. C. And that parable is the basis of inspiration for your humble representation’s Resolution Of Appeal For Physicians- Motorists to Continue their resolve to be ever ready to help and to carry with them Basic Life-saving Gears for use during Injuries on the Road” D. Mr. Chairman, we now have to choose who we are right now. 1. The GOOD or the BAD Samaritan: Mr. Chairman, dear colleagues and friends: THE CHOICE IS YOURS Thank you very much! HON.
