Paraplegic Rehabilitation Centre (PRC) at Kirkee & Mohali. PRC Kirkee and Mohali are being run for rehabilitation of Paraplegic and Tetraplegic Ex-Servicemen. The following grants are provided by KSB:- Home Expenditure on inmate Expenditure on Est Total PPH, Kirkee Rs. 11,68,000/- Rs. 9,60,750/- Rs. 21,28,750/- PPH Mohali Rs. 4,38,000/- Rs. 4,34,375/- Rs. 8,72,375/- Grant to Cheshire Homes for Maintenance of ESMs/Dependants. Cheshire Homes look after leprosy patients, mentally handicapped patients, chronic spastic/paraplegic and TB patients. Rs 1.43 lacs for FY 2009-10 were released to the undermentioned homes:- (a) Cheshire Home, Delhi Rs. 9000/- p.a per inmate (b) Raphael Ryder International Cheshire Home, Dehradun -do- (c) Cheshire Home, Lucknow -do- St. Dunstan’s After Care Organisation, Dehradun. St. Dunstan’s Organisation for blind soldiers at Dehradun is providing psychological support to overcome the shock of blindness as well as imparting vocational training. KSB has provided Rs. 14,00 lacs to the organisation for FY 2009-10. Annual Grant to All India Gorkha ESM Welfare Association, DehraDun for Welfare of Gorkha Soldiers. The All India Gorkha Ex-servicemen Welfare Association (AIGEWA) was established in 1950 by the Britishers to collect funds for the rehabilitation of soldiers who were to be demobilized after the end of the war. The fund of the AIGEWA was amalgamated with Armed Forces Flag Day Fund on 13 Apr 93. Presently the said Association is being provided a grant of Rs. 8,00 lacs per year Modified Scooters. Modified Scooters are provided from KSB to those ESM, who become disabled after leaving the active service with 50% or more disability. 15 modified scooters were provided to effected ESM during FY 2008-09. Grant for Tool Kits to ESMs. The provision of tool kits to War Bereaved families, disabled servicemen, ex-Servicemen and their families exists. KSB gives a grant of Rs. 8000/- in each case. Recurring Grant to Regimental Centre for War Memorial Hostels. KSB provides recurring grant to 35 War Memorial Hostels established at various regimental Centres for wards of Defence Personnel. The grant is provided at the @ Rs. 900/- pm per child for attributable cases and Rs. 450/- pm per child for non attributable cases, upto XII Standard only. Rs 48.13 lacs for FY 2009-10 were distributed to 433 inmates. Serious Diseases Grant Out of AFFD Fund. Serious diseases grant upto Rs 1.25 Lac is admissible to Non-pensioner (Non- ECHS membership) all ranks for the expenditure made on treatment of under mentioned list of diseases. only. As an exception, the grant shall continue to be admissible to Gorkha ESM (All ranks) residing in Nepal till such time the ECHS infrastructure is developed there. FY 2009-10 Rs 47.78 lacs was distributed in respect 60 cases. Grants to Training-Cum-Production Centres in Military Hospitals and Other Places. Rs 0.91 lacs were released to centres for FY 2009-10. Annual grants are given to hospitals and other places for rehabilitation and training of ESM as per details given below :- (a) MH Agra, MH Barrackpore and CH, SC Pune Rs. 50,000/- Vocational training centre for TB / Leprosy patients (b) MH Delhi Cantt Rs. 19,000/- Vocational training for TB patients. (c) MH Namkum Rs. 15,000/- Vocational training for TB patients (d) Makekshaw TB Santatorium, Kunaraghat Rs. 20,000/- Diet/after care of the TB patients undergoing treatment. (e) Artificial Limb Centre, Pune Rs. 62,400/- Screening of films for entertainment of patients (f) Trg – Cum - Production Centre, Lansdowne Rs. 43,200/- Training venture designed to help the War-Widows, ESMs/dependents for their rehabilitation. Grants to ESM / Dependants through Raksha Mantri’s Discretionary Fund (RMDF). Rs 627.00 lacs were distributed for FY 2009-10 in respect of 3906 cases. The following grants are provided out of RMDF:- Purpose for Grant Amount(Rs.) Eligibility Penury Grant: One time grant to all categories 30,000/- NON-PENSIONERS Penury Grant for Old ESM and Disabled Children: ESM/Widows in penury Staying at home (above 75 years) Staying at old age homes (above 70 years)—certificate from old age home required Children of ex-servicemen with 100% disability-grant on yearly basis based on certification by military/civil hospital. 500/- pm Monthly Grant to Old and Infirm: Assistance to old and infirm Ex-Servicemen for 2 years. 2000/- House Repairs Grant: ESM/widows in penury or 100% disabled ex-servicemen. Orphan daughter of ESM of all categories (only one daughter). 30000/- (Max) UPTO HAVILDAR AND THEIR EQUIVALENT IN NAVY AND AIR FORCE Funeral Allowance: to widows 5000/- Marriage Grant: Daughters of ESM/widows of all categories Widow’s re-marriage. 16000/- Education Grant: widow and children (2 children) Up to plus 2. Up to graduation. Vocational Training – full cost of training (one time grant). Cost of books/stationery (once a year to be claimed along with the education grant) Up to one child joining Defence Officers Training Institutes like NDA/IMA for the duration of the training. 400/- pm 600/- pm 20,000/- (max) 1000/- per year 1000/- pm Orphan Grant: on yearly bases. Daughters of ex-servicemen of all categories up to marriage/21 years of age, whichever is earlier. One Son of ex-servicemen of all categories upto class XII or 18 years of age, whichever is earlier. 1000/- pm ALL RANKS Sharing cost of Construction of Sainik Rest Houses. The basic aim of constructing a Sainik rest House is to provide suitable & cheap accommodation to the ESMs during their short visit to the State Capital / Distt HQs for settlement of their pension cases and other matters like availing the facilities of CSD canteens, hospital etc. KSB shares 50% of the cost of construction of Sainik Rest Houses. Remaining 50% plus the maintenance cost is born by the respective states. Expenditure for Installing FAX Machines/Computer/Printers in RSBs. KSB funds 50% cost of a Fax Machine, for each States Department of Sainink Welfare. Remainder 50% is born by the respective State. Rs 78.64 lacs were distributed during FY 2009-10 in r/o 24 states.
