As Twain cautioned more than a century ago, when citizens and their government become comfortable with the “crushing of other people’s liberties,” they will eventually “suffer for their mistake in their own persons” (1972, 395). Twain’s warning will remain as important as ever until it is realized that domestic constraints on government tyranny are not invariant to foreign interventions.
