TO STOP THE ROMANIAN PRESIDENT FROM SIGNING THE LAW TO MURDER THE STRAYS ,, De Petitie/THE PETITION On 22nd November 2011, the Romanian Parliament voted in favour of legalisation that would permit the mass culling of street dogs. This would allow stray dogs to be rounded up, taken off the streets and kept for 30 days in shelters before being euthanised. It is argued that these stray animals create a public health hazard. A couple of rare incidents of people being attacked and killed by such dogs have been well-publicised and are being used as justification for the introduction of such draconian measures. Animal protection organisations working both in and outside Romania have consistently promoted sterilisation programmes as a means of humanely controlling and reducing the street dog population. The Romanian Parliament has ignored their advice instead voting for more brutal methods. It has been claimed that local authorities will profit from the stray dog control measures since they would be granted funding to carry out the capture and killing of dogs. The Romanian President must still sign off on this legislation. He is the only person who can now stop the government sponsored culling of homeless dogs. Take action now and write to him to urge him to reject this cruel and pointless legislation! CONTENT OF THE LETTER Dear President Basescu I am writing to urge you to not endorse legislation to capture and kill animals as a method of dealing with the overpopulation of stray dogs in Romania. Rounding up and killing street dogs is neither a humane nor effective long-term solution to dealing with the problem of stray animals. There are far better ways to ensure the protection of public health and reduce any nuisance caused by such animals. Instead of introducing a draconian law to eradicate stray dogs from the streets of Bucharest and other Romanian towns and cities, I call on you to develop a humane animal control programme. In the short-term, this should involve a spay and neuter programme to sterilise the dogs that are already on the streets; this would prevent future overpopulation. This is a better method of animal control than mass killing. In any humane animal control programme, it is only the animals that are suffering and untreatable that should be humanely euthanised by qualified veterinarians. Stray dog problems can also be greatly reduced by the provision of low-cost spay and neuter programmes so that even the poorest animal owners can sterilise their pets. The mandatory licensing of pet animals and proper enforcement of legislation can also help to encourage responsible animal ownership. These are the kinds of measures you should be considering, not mass culling. Finally, it is up to the Romanian government to prevent the problem of stray dogs through good public education. In its conclusions on the welfare of dogs and cats, which were adopted on 29th November 2010, the Council of the European Union called on the European Commission to “develop, if necessary and in coordination with the Member States, appropriate actions to promote and support education concerning responsible dog and cat ownership” as part of its new EU animal welfare strategy. I call on the Romanian government to seek the assistance of the Commission in developing a public education campaign as part of a progressive and humane animal control programme. Rounding up and indiscriminately killing street dogs may produce immediate results, but does not provide a long-term solution to dealing with the problem of stray animals.
