Police are so frequently the first point of contact with people with mental illness and others with medical problems which effects their public behavior sometimes in a nonconforming and angry manner. Police need to be trained to assess the individuals mental capacity and health quickly before demanding compliance when suggestion and persuasion would be more effective in dealing with the matter. Words matter. With regards to tools, tasers are not great, but they are preferable than guns in possible violent situations. When guns are used, officers should wound instead of shoot to kill with a hail of bullets. When a suspect is firing a weapon, an officer would probably have no choice in America, but to fire back due to standard American police training.
