Position Summary: The Senior Advisor is a member of the professional staff of IARP and is expected to provide pertinent expert advice to representatives from the Government of Iraq SENIOR ADVISOR – SSN (PB 12) ADMINISTRATIVE DECENTRALIZATION Project Summary: Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches. Position Summary: The Senior Advisor is a member of the professional staff of IARP and is expected to provide pertinent expert advice to representatives from the Government of Iraq (GOI) as well as to members of the AD component management. This position is designated to work with the Ministry of Labor and Social Affairs (MoLSA) to provide technical assistance and to disseminate information and skills pertaining to the Social Safety Net (SSN) system. This position reports to the USAID/Tarabot Administrative Decentralization (AD) component management. Work includes a variety of analytical duties, refining and teaching training materials, creative problem-solving, monitoring, and complex coordination activities as well as establishing and maintaining relationships with GoI counterparts. This is a full-time position based in Baghdad, Iraq. RESPONSIBILITIES: • Assist in capacity building efforts to effectively deploy, run, and manage the rest of the SSN sites. • Assist MoLSA to assess their training needs and to design a comprehensive training plan for the upcoming period. • Assist MoLSA to implement the capacity building plan in cooperation with the World Bank to cover areas identified in the assessment report. • Assist MoLSA to prepare an SSN business plan for the next three years. • Provide technical assistance and capacity building efforts to ensure effective implementation and operation of the SSN Software. • Assist MoLSA to deploy the SSN in the remaining 13 sites in Iraq. • Assist MoLSA to connect the SSN Software sites to the Ministry’s headquarter. • Assist MolSA to prepare change order to be sent to Primus. • Supervise and manage SSN project staff to ensure the successful completion of the project within the deadlines given. • Monitor progress of the SSN team to ensure that all milestones set in the annual work plan are met, and develop mitigation plans to reduce setbacks, and take corrective actions to fix deviations from work plans. • Assist to prepare high-level presentations for GoI counterparts and USAID officials. • Prepare summary reports to fulfill monitoring and reporting requirements. • Following completion of SSN duties, the Senior Advisor may be reassigned to work under a different component of the USAID/Tarabot project. • Carry out other duties as requested by the AD component management. QUALIFICATIONS: a. Education: Completion of education resulting in an BA/BS degree or higher in Business Administration, Public Administration, Information Technology or another relevant field is required. Other professional certifications will be viewed favorably. b. Experience: Eight to ten years of progressively responsible experience in a professional, technical, or administrative management field is required. Documented prior experience working with the SSN or with GoI entities in the designated provinces is extremely beneficial. Prior experience with USAID projects is highly desirable. c. Language Proficiency: Full fluency in both Arabic and English in speaking, reading, and writing (Level IV) is required. d. Knowledge: This position requires in-depth understanding of the SSN software. This position also requires an excellent understanding of GoI culture and government protocol, particularly within MoLSA. Professional knowledge of USAID compliance requirements is also desirable. e. Skills and Abilities: In addition to a technical background in a relevant field, this position requires strong organizational and administrative skills. The ability to concisely present ideas and arguments, in writing and in oral presentations, in a logical and persuasive manner, is required. This position will require effective personal-relationship building skills to establish connections with the designated ministries. Ability to work effectively in a team environment is required. Strong computer skills for written document preparation (e.g. Microsoft Word) are required.
