Pres. Obama is refusing to give military personnel the pay raise they were guaranteed by Congress in the FY2014 budget. In Congress’ 2014 budget, Congress established that all U.S. military personnel would receive a 1.8 percent raise. However, on Aug. 30, Obama told Congress that he’s capping the raise at one percent. Obama “exercised his authority” under section 1009(e) of title 37 of United States Code to change the service members’ salaries.
