Programme for Parliamentary, Local Government Councils and Kampala Capital City Authority (KCCA) By-elections, March - April 2014 1. Introduction Dear esteemed partners, members of the press, it is my privilege and pleasure to welcome you to this briefing, at the Electoral Commission. Today, the Commission will present to you the preparations for Parliamentary, Local Government Council and Mayoral By-elections in the constituencies below: No. Elective Position District Reason for vacancy 1. Member of Parliament for Buyaga West County Kibaale District Court Order 2. Member of Parliament for Kampala Central Division Kampala District Court Order 3. Member of Parliament for Lwemiyaga County Ssembabule District Court Order 4. Member of Parliament for Ndorwa County East Kabale District Court Order 5. Lord Mayor for Kampala Capital City Authority (KCCA) Kampala District Impeachment 6. Vacancies existing at various Local Government Councils (Appendix B) Buyaga West County and Kampala City Death, New Electoral Areas. The by-elections in all the above constituencies will be held concurrently. 2. Banning of fundraising activities in the Constituencies During the implementation of the programme, no fundraising activities shall be allowed in the following constituencies: 1. Buyaga West County, Kibaale District, 2. Kampala Capital City Authority 3. Lwemiyaga County, Ssembabule District 4. Ndorwa County East Constituency, Kabale District This is to allow a leveled-ground for all candidates in the race, and those found to be contravening the law shall be dealt with accordingly. For avoidance of doubt, the ban takes effect from Wednesday 19th March 2014, which will be gazetted as the cut-off date for registration of voters and transfer of voting location in the above constituencies, and will remain in force up to polling day, that is, Thursday, 17th April 2014. 3. Stakeholders’ Meeting: 14th March 2014 There will be a stakeholders’ meeting on Friday 14th March 2014, at designated venues in each of the above constituencies. The stakeholders’ meeting will involve District leaders, Political Party Representatives, Civil society organisations, security, religious leaders, opinion leaders, Sub county supervisors and the media. 4. Update of the Voters’ Register; 15th to 19th March 2014 The Electoral Commission will conduct an update of the National Voters’ Register for each of the above constituencies. The exercise will be conducted at polling stations within each parish in each of the above-mentioned constituencies, from Saturday 15th March to Thursday 19th March 2014 starting at 8:00am and ending at 6:00pm, on each of the appointed dates, including weekends. The update exercise will enable Ugandan citizens of 18 years and above, who either reside or originate in parishes within the above constituencies, and who have not had their photographs and bio-data taken before by the Electoral Commission for purposes of registration for elections, to do so. All registered voters who wish to transfer to new voting locations within the constituencies shall be able to do so during this exercise. The cut-off date for registration and/or transfer of voting location shall be Wednesday 19th March 2014. 5. Display of the Voters’ Register: 27th March - 7th April 2014 The Electoral Commission has appointed 27th March to 7th April 2014 as the period for display of the National Voters’ Register in the by-election areas. The display of the Voters’ Register shall begin at 8:00am and end at 6:00pm at all polling stations on each of the appointed dates, including weekends. During the display exercise, voters are urged to turn up in large numbers and check for the correctness of their particulars, and confirm that photographs appear against correct particulars. Voters are further urged to report to the display officer, the dead, non-citizens, the under-aged, and those who belong to other parishes, so that they are removed from the Register or placed in appropriate parishes. There will be a display of lists of persons recommended for deletion from the Voters’ Register for a period of eight (8) days from 7th to 14th April 2014, at parish headquarters in the respective constituencies. The purpose of this supplementary display is to enable any person who may have been wrongly recommended for deletion to raise an objection to the Parish Tribunal. The Parish Tribunal may reinstate the person if convinced of the genuineness of the objection. 6. Nomination of Candidates, Campaigns and Polling Date The nomination of candidates shall be conducted on Monday 31st March and Tuesday 1st April 2014 at designated venues in each of the above constituencies. This will be followed by an inspection period of seven (7) days, that is, from 1st to 7th April 2014, during which members of the general public will have access to the candidates’ nomination papers, and be able to lodge complaints, if any, on the suitability of the candidates. Candidates’ campaign meetings shall be held for a period of eleven (11) days, that is, from 3rd to 15th April 2014. All candidates are urged to observe law and order during this exercise and to conduct their campaign meetings in accordance with the harmonized programme. Hate language will not be tolerated. Polling shall take place on Thursday 17th April 2014 at all polling stations in each constituency. 7. Accreditation of Election Observers Section 16 (1) (a) of the Electoral Commission (Amendment) Act, provides for accreditation of representatives of political parties, civil society organisations and any other duly registered institution, to observe electoral activities. For purposes of transparency, the Electoral Commission shall accredit observers to the various activities which will be undertaken during this electoral process, and accordingly invites written expressions of interest from political parties, individuals and duly registered organisations and institutions who wish to observe the said processes. Interested political parties, individuals, organisations and institutions should submit their applications with two (2) recent passport photos to the Office of the Chairperson, Electoral Commission, Plot 55, Jinja Road, Kampala, P.O. Box 22678 Kampala, Uganda, not later than Tuesday 14th April 2014 or to the Office of the District Returning Officer in each respective district, not later than 10th April 2014. Please note that political parties that have fielded candidates and independent candidates shall be permitted to deploy five (5) observers per sub-county, and five persons for the Election Results Tally Center. The Commission shall accredit election observers over a period of thirteen (13) days, that is, from 2nd to 14th April 2014. The Commission shall provide all those accredited with identification tags for the purpose of observing the various activities of the electoral process. Please note that media personnel will be required to present valid identification from their mother media houses in order to access polling stations and the tally center. Any individuals found to be engaging in election-related activities, that is doing the duties of an observer or agent without due accreditation, will be prosecuted in accordance with the law. Conclusion The Commission urges all the various stakeholders in these electoral areas to turn up in large numbers and participate in this programme, and to do so in accordance with the guidelines for each activity.
