Prosecutor Eric Zahnd announced on Tuesday that a man will not face criminal charges for drowning a cat in Lake Waukomis. He said Missouri’s animal abuse law does not apply to the killing of an animal by its owner. Zahnd expects public backlash but said he had to enforce the law as written.
