Data Collectors (Enumerators) - 1500 POSITIONSAbout EmployerThe DTF was established by NWASCO (National Water Supply and Sanitation Council) under the Water Supply and Sanitation (WSS) Act No 28 of 1997 as an instrument to assist Commercial Utilities (CUs) to improve WSS services. The DTF was operationalized by Statutory Instruments and had been fully operational as a multi-donor basket fund since 2006. DescriptionThe main objective of the assignment is to conduct a condition survey of all schemes and indicate the status and to ascertain extent of rehabilitation if any; to account for the state of infrastructure, social impacts of the schemes, commercial viability and to establish how sustainable the schemes are in their current state. A report will be prepared to all utilities with recommended necessary action points for the schemes to be operated optimally. The assignment will also be used as an evaluation for CfP5 and CfP6 General Funds projects. Areas to apply for Applicants are advise to apply for areas within their domicile as shown below; Lusaka Luanshya, Masaiti/Mpongwe and Ndola Chambeshi, Kalulushi and Kitwe Mufurila, Chingola and Chililabombwe Solwezi, Mufumbwe, Mwinilunga and Chavuma Mongu, Senanga and Sesheke/Katimamulilo Livingstone, Choma, Sinazeze, Mazabuka, Siavonga and Chirundu Chipata, Chadiza, Chiparamba and Katete Kasama and Kaputa Nakonde and Chinsali Duration of the Assignment The assignment will be carried out between 01 July 2014 and 31 July 2014: the maximum duration being 20 person days per area. An additional 2 days for travel will be included where this becomes necessary. Final submission of the questionnaires will be 31 July 2014 without extensions. Responsibilities- To collect data on questionnaires on each component of the scheme taking stock of the state of the infrastructure - To collect data relating to the social aspects of the schemes including per capita consumption, vendor availability and hours of water supply - To collect data on the financial viability of the schemes covering; billing, collection, supervision and the collection efficiency for each scheme - To conduct survey on individual connections and collect data relating to frequency of meter readings, state of the meter, extent of billing and compute the collection efficiency - To conduct a situation analysis of the infrastructure funded by the DTF to ascertain extent to which repair may be needed to bring the infrastructure to operate effectively and efficiently, and provide necessary comments to illustrate actual condition of infrastructure - To assess the operating mechanisms and systems utilities are using to run the schemes and check for compliance with the tool kit.
