Rape is a heinous and degrading crime. It is a means of war, its a total violation women and girls rights, its a moral decadence and its a degradation of women and girls dignity. Therefore this Ugandan youth Minister calling for open rape of women and girls cos of their dressings, is no less than a criminal and deserves nothing but to be fired. he is not fitting the Ugandan cabinet and more so the revolutionary party of NRM whose strong social base is the poor peasants, the mother and fathers of those girls the minister is calling to be raped!
