I disagree with the insinuations that Dr Spencer did all the right things He did not do ALL he had to do, especially given his credentials and experience. Public health protocol is very clear that you do not utilise public transport and appear in public places in these circumstances (within the incubation period) The question is not only how contagious ebola is, it is also the fact that it carries significant mortality, and the resources (financial and opportunity costs) for contact tracing, isolation and treating even a few cases, is massive. This is something that could be avoided, by following basic principles to the letter. It is the moral responsibility and common sense for anyone coming in from high-risk areas, no matter how noble their intentions were.
