Retirement/ Gratuity the sum of all fears........................................ When gratuity becomes a determinant for job security..danger looms. A simple formulation is that development leads to the five Cs, competence, character, connections, confidence and contribution...culled from the Gallup Q 12 statement (for those on leadership/management course) Yes our civil service today may not have the enabling environment to groom leaders because from study, we see that public-service renewal requires ongoing attention to public service value, through a widening of perspective; A steep learning curve for civil servants. What i experience in the last 12 years or so as a civil servant (how i hate to be addressed as such!!!), is having to sit through a meeting, watching people avoid the real issues; i was one who redirected us including my superiors back on course with the sacred truth. How i survived it?....I wonder! but such risk came natural because i was private sector and result oriented..I was different, knowing full well, that what people resist isnt change but loss. To lead is to live dangerously, because when leadership counts, you challenge what people hold dear- their daily habits, tools, loyalties and ways of thinking. People push back when you disturb the personal and institutional equilibrium they know. Its is no wonder when the myriad opportunities to exercise leadership call, they hesitate or fail. Civil service is where we see promotions un-end without succession planning, training without capacity building. Now i understand the looks my colleagues gave me, when they heard i was leaving the civil service! My question is, Is there a job for life? (2) As smart, intelligent and resourceful as i am, cant i make the sum gratuity in just one consulting?..This was why my resignation was as quick as it was quite for me.
