Help troubleshoot and repair lab equipment that malfunctions or breaks Down; 3. Assist bureau in keeping an inventory of laboratory supplies and diagnostic Equipments; 4. Assist the bureau in laboratory equipments quality assurance. Bachelors’ Degree in Mechanical Engineering or Electrical Engineering 1 4 Budget Controller 1. Elaborate budget estimates for the institution; 2. Follow up the execution of the institution budget; 3. Ensure regular control of spending by the institution in order to avoid exceeding set budget line ceiling; 4. Prepare quarterly and annual financial reports on budget execution; 5. Prepare Payment Order (PO) and notes to Treasury Paymaster and forward them to the Ministry responsible for finance; 6. Prepare order forms and plan the spending; 7. Ensure proper filling and documentation of all financial payments. Bachelors’ Degree in Public Accounting or Finance with at least 2 years working experience in a similar role 1 5 Cashier 1. To manage the petty cash of the institution; 2. Reconcile the daily receipts with the bank transactions 3. Manage and update Debtors Register; 4. Ensure proper filling and documentation of all financial transactions. Diploma (A1) in Accounting or Finance with at least 2 years working experience in a similar role 1 6 Statistician 1. Develop and initiate innovative statistical techniques and protocols. 2. Develop and/ advise the technical Units on appropriate sampling techniques, data collection and analysis. 3. Utilize the appropriate tools available to perform statistical analysis of data in order to ensure integrity of results. 4. Execute statistical operations in total fairness and work to minimize noninherent errors to within statistically insignificant level. 5. Ensure compliance to standards and procedures by the industry and market through regular analysis of their data profiles as will be collected by the Technical Units of the Bureau. 6. Outline the designs and methodologies for conducting evaluation of the outputs of RBS Action Plans and other services to the community. Masters or equivalent in Statistics with at least two-years working experience as a Statistician or Bachelors’ Degree in Statistics with at least three-years working experience as Statistician. 1 7 Procurement Officer 1. Plane and develop a procurement plan for the Bureau; 2. Responsible of bid documents preparation for different works, services and Bachelors’ in Procurement, Purchase, 1 supplies; 3. Ensure adequate contract execution in collaboration with the beneficiary Unit; 4. Liaise and provide information and documents that may be required by RPPA; 5. Ensure that laws relating to public procurement and procurement regulations are adhered to; 6. Act as Secretary to internal tender Committee of the Bureau. Accounting, Public Finance, Law and Engineering with at least 2 years working experience in Procurement. 8 Standards Researcher 1. Carry out research on local products and services to provide data for the standards development; method validation or calibration; 2. Carry out research on the level of implementation of Rwanda Standards, EAC and COMESA standards in Rwanda and advise accordingly; 3. Initiate the elaboration of modules of trainings pertaining to the market needs; 4. Ensure the development of training materials Conduct stakeholder’s trainings; 5. Provide technical/scientific opinion on new or emerging technologies; 6. Attend regional and international forums with a view to presenting research findings with regard to standards development or related activities; 7. Ensure technology transfer in development of Rwanda Standards. Masters’ Degree in Engineering/Natural Sciences with at least three-years working experience in relevant field or Bachelors’ Degree in Engineering/Natural Sciences with at least five-years working experience in relevant field. 2 9 Standards Editor 1. Format and edit draft Rwanda Standards in accordance with ISO directives and RBS procedures and guidelines; 2. Check if the choice of words of the standards is appropriate and consistent; 3. Ensure if the numbering and arrangement of tables, figures and annexes is appropriate; 4. Ensure that paragraphs and sentences are structured clearly and correctly; 5. Correct the grammar and spelling; 6. Ensure that phraseology is appropriate and consistent. Bachelor of Arts Degree (BA) in Translation and Interpreting, Linguistics and Literature or Mass Communication. 1 10 Standards Marketing Officer 1. Develop strategies for promotion of the use of National Standards; 2. Identify potential customers for standards; 3. Identify and analyze customer standards needs and expectations and make proposals to standards officers of priority areas to be standardized; 4. Check the daily electronic or print media, listen and/or watch the Radios and TVs to identify, respond and follow up on matters that promote the use of standards; 5. Promote benchmarking of Procurement Specifications to the National Standards by Companies, Government Ministries and Agencies in order to ensure good value for money; Bachelors’ Degree in Marketing with at least three-years working experience in similar role 1 6. Follow up public review of Rwanda draft standards and liaise with relevant stakeholders to get comments and inputs; 7. Inform relevant organizations (industries, regulators, academia, research institutions, etc) about the newly published standards and their benefits; 8. Pay regular visits to stakeholders to market relevant standards applicable to their organizations; 9. Sensitize the stakeholders about the benefits of involvement in standards development and their implementation; 10. Carry out regular surveys to get feedback on implementation of Rwanda standards and propose corrective actions where necessary; 11. Assist the training officer in organizing trainings and workshops to stakeholders. 11 Service standards Officer 1. Carry out needs assessment to identify standards needs and prepare a proposal list of standards to be developed; 2. Carry out regular industry visits to collect data on products or services to be standardized; 3. Ensure preparation of the preliminary and committee drafts standards as approved on the six month work program or as directed by the Lead standards officers; 4. Conduct technical/ Sub Committee or Working Group meetings; 5. Organize national consultative meetings on regional standards (COMESA, EAC, ARSO, etc.) and propose Rwanda Standards to be harmonized; 6. Ensure preparation of the preliminary and committee drafts standards as approved on the six month work program or as directed by the Lead standards officers; 4. Conduct technical/ Sub Committee or Working Group meetings; 5. Ensure that processes needed for the Unit Quality Management System are established, documented, implemented and maintained; 2. Plan and monitor the implementation of internal Quality Audits in the Unit; 3. Authorize and control the use of quality management documents for the Unit; 4. Compile the Quality Management documents for Heads of Units’ Authorization; 5. Monitor the implementation of corrective actions in the respective units; 6. Compile reports on internal quality audits and document reviews; 7. Remove/ withdraw obsolete documents from circulation within a particular Unit; 8. Report to RBS QMS Manager on the performance of the quality management system in the Unit and any need for improvement. Carry out tests, interpret results and learn to spot obvious errors, identify their source and rectify; 2. Participate in quality control programs and prepare statistical reports; 3. Participate in development of new test methods in liaison with the Lead officer; 4. Receive and ensure proper storage of test samples, chemicals, materials and reagents; 5. Ensure accurate and quick performance of analytical work assigned; 6. Monitor and provide data for commissioning of new equipment; Bachelors’ Degree in Textile Engineering, Industrial Chemistry, Material Science or Material Engineering 1 7. Notify clients periodically the time for calibration of equipment and instruments under your care; 8. Maintain the assigned equipment using the manufacturer’s instruction or the applicable work instruction; 9.
