SOMALILAND’S GUURTI SYSTEM: HOW IMPORTANT IS THE SYSTEM FOR PEACEKEEPING? Guurti is a body of traditional elders, in the upper house of parliament that negotiates inter-clan disputes and keeps the peace in Somaliland. Over the last two decades, the Guurti system has helped Somaliland stay clear from the fate of Somali. However, the fact that the Guurti have never been elected and their seats are passed down to family members is beginning to undermine the legitimacy of the system. Although discussions about how best to reform this system is still ongoing – it is important to note the significant role that the Guurti has played and continues to play in the decision-making process as it relates to peacekeeping. The system has worked and the question of reforming it by creating a mechanism (elections, selection by quotas or nomination by clan) to select its members could potentially destroy the effectiveness of the Guurti.
