Joseph Mutaboba, former SRSG in Guinea Bissau, was also a senior Ambassador and Cabinet Minister in the Kagame regime. President Kagame himself, was made Co-Chairman of the UN Millenium Development Goals Advisory Group by SG Ban Ki Moon about the same time as the Mapping Report detailing atrocities in the DRC by his forces came out. For the last several years, the money paid to Rwanda for peacekeeping services is enough to finance pretty much the entire defence budget - at a time when there has been continuing evidence of Rwandan and Ugandan destabilization and pillage of the DRC as well as oppression at home. UN peacekeeping is therefore financing the conflict that we are seeking to stop. UN officials are aware of this but no one wants to do anything about it. Surely, this is a far worse corruption than any pen pocketing or petrol pilfering....
