SirChief TourGuide Joey Salceda enlists Pacman in global fight against climate change General Santos City - In presenting his proposed strategy for Gensan-Sarangani called "Sargeants and Generals", Albay Gov. Joey Salceda succeeded in enlisting world boxing champion Manny ‘Pacman’ Pacquio to embark on another global fight, this time, against climate change and its adverse impacts on local communities especially of the Third World countries. Salceda was in Sarangani last week for a coaching program on legislation and governance for Pacquiao, elected for the second time to the lone district of that province, and other local government officials among them Gov. Steve Solon, newly elected Vice Gov. Jinkee Pacquiao and General Santos City Mayor Ronnel Rivera. The program was sponsored by the Development Academy of the Philippines (DAP), dubbed Mentoring and Coaching Program, which tapped Salceda for his “legislative and executive expertise”. The DAP program, requested by the Sarangani officials was designed to provide extensive support during the first year of their term, particularly in connection with Strategic Human Resource Management and Long-Term Development Planning, according to Salceda. The session, conducted June 18, provided Salceda and Pacquiao with ample time to talk on other pressing matters, among them climate change adaptation (CCA) and disaster risk reduction (DRR) on which the governor had been a pioneering strategist and global campaigner. Salceda said in return for coaching Pacquiao and wife Jinkee on legislative and executive matters, the champion has agreed to help him in the “fight against climate change and disasters”. The governor, in his Facebook account, said he also convinced Pacquiao to start building his house in the Misibis Bay Resort in Bacacay town, a tourist pride of Albay and the Almasor, the tourism alliance of Albay, Masbate and Sorsogon provinces. Misibis Bay is a five-hectare luxury island hideaway, where some of the sessions of the upcoming Asia Pacific Economic Cooperation are set to be held in 2015, on which Albay had made a strong bid and succeeded. Salceda whose unique management style and pioneering ideas in local governance has steered his province towards economic development and global recognition. His campaigns in CCA and DRR earned for Albay the title UN Global Model and for himself, as UN spokesman and Senior Global Champion.
