Skarù•ręʔ Kahtéhnu•ʔaka Tuscarora People P.O. Box 813 Pembroke, NC 28372 To: Senator Maria Cantwell, Chair, Senator John Barrasso, Vice Chairman, To all the Members of the Senate Subcommittee on Indian Affairs, Reference the Lumbee Letter written by Helen M. Anderson, The Skarure Kahtehnuaka Tuscarora Native Indian People are a pre-European Native nation of the regions of what is called now Virginia, North Carolina, and South Carolina. We had a trade route from Maine to Florida. We now and always have maintained a close relationship with the Six Nations, the Haudenosauee Iroquois Native peoples and Nations no matter their location in the now called North America. Helen M. Anderson makes several remarks in her letter to your Senate Subcommittee on Indian Affairs that we are compelled to write on from documented correct history back to your committee. First Helen Anderson cannot speak to the amount of Iroquois blood that is in North Carolina. From reading her letter to your committee she does not know the true Native history of North Carolina Native Indians nor does she have any working knowledge of the Skarure Kahtehnuaka migration pattern of the 1700s, and 1800, or of the present day. Helen Anderson may be able to speak to her one half Lumbee blood or ancestry but she is not qualified to speak for any Iroquois peoples. Furthermore the Lumbee group of people has no PRE-European history as a group of people of any blood or existence until 1951. The Indian Normal school or Croatan Normal School was built in 1885 for Indians of Robeson County that are Tuscarora by blood and sometimes by the name of Cherokee in that day. To speak of anything Lumbee history before 1951 or if even given a benefit of a doubt before 1945 is to change history and ancestry to suit a modern day agenda. Also it was Mr. Oscar Sampson that spearheaded and founded the first Indian Normal School here for our Naïve peoples that migrated to the area of Robeson County. This school was not started for the Lumbee group of people whom did not exist during that time in history. Helen M. Anderson speaks of native Indian being in the Lumbee group. Well yes there are some Native Indians and some native blood in some of the Lumbee, but they need to study history and find out what Indian blood lines or nation they are from. It is not Lumbee. She further writes that there were 250 small tribes when the Europeans landed. There were many villages of some tribes and of Tuscarora, but not many tribes. In 1754 Governor Dobbs of North Carolina documented and recognized only six native Indian tribes in North Carolina they are as follows from the book titled The Five Royal Governors of North Carolina 1729-1775 from the history book of the Women’s College of UNC. The six tribes were Tuscarora, Saponi, Meherrin, Mattamuskeet, Hatteras, and Chowan. Then seven years later Governor Dobbs searched for what tribes were still in North Carolina and there were only four that were found and then recognized by the state of North Carolina, these being Tuscarora, Saponi, Meherrin, and Mattamuskeet. The other tribes of native peoples had been wiped out by the non-natives and their encroachment. We have studied native history extensively of our homelands for over 50 years and if you add on our grandparents over 100 years. We also have oral and written history that extends into 1500 years. We have noted that by Native and non-native historical accounts well over 300 years ago that most of the small tribes of the south eastern regions were quickly killed off or sold into slavery. During this early time the Tuscarora / Skarure was the most powerful native nation of people in the areas of VA, NC, and SC. Tuscarora being the most powerful native nation sometimes took other Native people in to assist in their survival. These people were not made to be leaders of the Tuscarora, and they were for the most part few in numbers five or six. The Tuscarora numbered in the thousands, so the few of others had no chance of becoming the many. Native people do not choose from a number of names to find out what native nation or tribe their people are from. The Skarure Kahtehnuaka Tuscarora knows from documented history of blood lines, of migration patterns and of written and oral history from native and non-native accounts that we are of Iroquois blood of Tuscarora blood. We can prove that the main body of Tuscarora stayed in the south eastern regions of the USA. A few Tuscarora went north to Canada, and to New York. The many of the original blood lines stayed in regions of VA, NC, SC, mainly. The names Croatan and Coharie can be traced back to Skarure Tuscarora villages of the early times. These now state recognized tribes were not tribes at all but Skarure villages of Tuscarora people. THE NAME LUMBEE once in for all does not come from the name of any river in the whole world. The lumber River has never been named or called the Lumbee river. We Skarure Kahtehnuaka have researched this extensively from the beginning of recorded history of French, English, Spanish or native Indian in the regions of North Carolina and it has never been named the Lumbee River. The lumbee are not every knowledgeable of history they just state what they want people to believe. Again we have brought old maps and researched the files of mappings at UNC-Chapel Hill and other references trying to be fair and just to see if there was any way we could be wrong and we are correct in our statement that from the beginning of time and until even modern day times there has never been a river named or called the Lumbee River by any people on any official basis. The reference Helen Anderson makes to Robeson County being the homeland is also false for all the native Indian background surnames of Robeson county. We can show and prove that they all migrated to Robeson county. The migration was not from south to north it was from north to south.MS. Helen Anderson has very faulty research in that she states that the Nottaway River and the Neuse River are or were located in the southern most parts of South Carolina. Any one of any small knowledge knows that these rivers have always been in the north and north eastern part of the now NC. The Nottaway River is actually in the now southern part of VA which once was the northern most border of NC. The Neuse River is still in the northern and North Eastern Regions of NC not in South Carolina. There is documented history by natives and non-natives accounts in the Southeastern Regions of the USA that Tuscarora was the trade language during early times. You had to know some Iroquois / Tuscarora to do any trading for any goods whether you were native Indian or of the European peoples. All documented history displays the facts of our Tuscarora peoples and Nation were the most numerous and most powerful from early European contact until early 1800s.Ms. Helen Anderson states that the Iroquois families were insignificant in the areas of what she states of as being North Carolina in the early times is a very incorrect statement. All the other languages that are not here anymore are not here for the very reason that they were the ones smaller in numbers than and not as powerful as the Tuscarora and therefore died out. The Skarure Kahtehnuaka has a continued culture and relationship with our brothers and sisters of the six nations. We stand on the facts that we are of and in our homelands of early days and of modern times. There is no one that has any knowledge or voice of our Iroquois nations that denies that we are of the blood of Iroquois peoples from our homelands of VA, NC, and SC. Our native peoples actually ranged in an even widen region of these lands. We stand ready to show that the knowledge shared with you from Helen M. Anderson is not of any true documented historical standing. Nya we,, than you, The Skarure Kahtehnuaka Tuscarora People, Skarù•ręʔ Kahtéhnu•ʔaka Tuscarora People P.O.
