South Northamptonshire Council (SNC) is consulting residents on the expansion of the Deanshanger conservation area boundary and the introduction of a Thorpe Mandeville area boundary and responses should be returned by 19 August 2013. Designed to preserve and enhance the special character of the area they cover, conservation areas provide stricter guidelines for planning permissions and may also prevent the demolition of buildings which contribute to the area’s character. Revising the existing conservation area boundaries ensures that the special character and appearance of the area will be preserved and enhanced. In the case of Deanshanger, it is proposed to modify the boundary once again to include two areas; the first is Dovehouse Farmhouse and Dove Court and the second is 1 and 3 Church Lane. While there are six areas proposed for exclusion; the two greens to the far east of Deanshanger, Home Farm Close, Allotment Gardens, Boswell Lane, 6 and 7 Roberts Lane and the modern properties on Bridge Walk. Under the proposals the boundary will be rationalised where no current boundary line or features can be seen on the ground in order to provide clarity over what land is protected. This will allow appropriate decisions to be made now and in the future by land owners and SNC as the local planning authority. In the case of Thorpe Mandeville, it is a settlement of some age and interest set in attractive countryside to the west of the district. The settlement has a unique and special character which derives from a select number of historical landowners and an interplay between a small number of varied stone buildings and large number of mature tree groups around them. This, together with considerable lengths of stone boundary walls, creates a strong sense of enclosure and intimacy in contrast to the countryside beyond the confines of the settlement. In recognition of this it is proposed to designate a conservation area across a part of the settlement considered to be of special architectural or historic interest. The proposed conservation area has been drawn to include those buildings and land to the east of Banbury Lane from Bay Tree House in the south to The Manor in the north. The area will also include the western end of Bulls Lane, St John the Baptist’s Church and the houses to its north, along with the row of trees which form the eastern boundary of Ox Yard to the south of the church. Councillor Rebecca Breese, portfolio holder for planning and environment, said: “South Northamptonshire was recently rated one of the best places to live in the UK and we shall do all we can to protect our beautiful area for future generations to enjoy. Extending the boundary of the conservation area at Deanshanger and introducing the conservation area in Thorpe Mandeville is not intended to prevent change, but to help ensure the important historical aspects of character are conserved and respected. “The comments and views of local residents are an important part of this process so I would urge residents to get in contact with our heritage team with any comments, before the consultation deadline.” The draft plans are available to view at southnorthants.gov.uk/688.htm or at South Northamptonshire Council’s office in Towcester.
