The owner promised the city official that he will close down by end of 2014. He became so outrageous when he was faced a fine notice last November. Negotiation was on going for a while for compensation surrendering the dogs to me, then he stoped responding. There were signs about getting ready to close the business then. The latest news was he paid the fine of US$5,000 charged under thr livestock management law. Now the he wants to continue till he makes that money the paid. Feeling helpless and hopeless, there is nothing much one can do further under the law but keep filing a complaints again and again to put more pressure on him. There used to be 180 dogs but now about 80 dogs and 40 pups. I am moving to do campaign educating/warning the dog eaters. This is more urgent and more important than anything, you all know, no demand, no business
