The resounding echo of the continual horrific news of violent gunplay and more hangings in the “Wickedest City in the World” reverberated over the land---stretching all the way eastward alarming Capitol Hill and the Presidential White House in Washington DC. After reviewing all the telegraphed official reports about the frightful, Wild Western Frontier, the 23rd. president of the United States, Benjamin Harrison, in office from 1889-1893, slammed down the stack of files onto his desk in a fit of anger. Short of sending out federal troopers to keep the peace, he first called a closed meeting with a close confidant he had appointed to the Civil Service Commission. Solemnly looking up at his trusted appointee, President Harrison insisted that something had to be done to stop the public atrocities and blatant lawlessness in San Francisco. President Harrison advocated that any American Citizen could not be a good citizen who did not have hope in his heart. And such gruesome goings-on were unacceptable. His Civil Service adviser, Theodore Roosevelt, who himself would also be President of the United States from 1901-1909, advised the President not to send out Federal troopers to keep the peace, mainly because it might cause public chaos, or even panic. But instead, send two of their very best highly skilled undercover special agents to scout-out the root cause of the trouble spot. It sounded like a mission impossible to the President who then questioned his adviser. The insurmountable odd against any success deeply worried him. So Roosevelt readily assured the President of his fail-safe plan that could work in their favor if the two special agents carried a big federalized stick to use when needed. And without drawing a lot of attention in a disruptive manner, Theodore Roosevelt further explained, “have the agents simply blend into the fold inconspicuously to get better informed of the layout and locate the trouble-making culprits. Then act accordingly to bring justice and peace to the City Government and the troubled waterfront.” The President was an accomplished lawyer in his day, and demanded some reliable back-up assurance. He didnt like the idea of a bundled secretive mission causing a presidential scandal. Theodore Roosevelt and President, Benjamin Harrison had good rapport with each other and a successful working relationship to get jobs done right. Harrison liked Theodore’s tough-mannered character; he was aggressively pushy and boldly outspoken. In turn, Theodore Roosevelt highly admired the President for publicly speaking out in favor of African American Civil Rights, most notably on Dec.13 1889 about the need for reform and proper education. And The President only agreed with Roosevelt’s suggested advice on one condition; that the agents report directly back to his office on a weekly basis to keep him posted concerning their success or failures. The telegraph office is always open and working. Theodore Roosevelt assured the President he had a reliable and trusted source for the assigned government agents to contact in San Francisco to assist them. Both the President and his trusted adviser realized that they were dealing with the dark-side of human nature and could only hope for the best results in the name of justice for all.
