Statement after the Cabinet Meeting of Wednesday, July 31, 2013 Chaired by the Prime Minister, Head of Government, H.E Mr. Philemon Yang, and in the presence of his close associates, Ministers of State, Ministers, Deputies and State Secretaries was held on Wednesday 31 July 2013 from 11:00 in the main building of his Services, a leading Cabinet Council. Two papers were on the agenda of work: 1. the government policy of cinematography , exposed by the Minister of Arts and Culture; 2. the organization of the domestic timber market , presented by the Minister of Forestry and Wildlife. Speaking at the end of the introductory statement of the Prime Minister, the Minister of Arts and Culture has established the diagnosis of the film sector in Cameroon, showing that the finest nobility were written in the 1980s in favor of the establishment by the government of the Development Fund of the film industry (FODIC). However, the economic crisis has led to the disappearance of this fund, which enabled the production of 75 films per year until the early 1990s, and the sharp decline of the film business in Cameroon corollary to the closure of all theaters movie. Continuing his remarks, the Minister for the Arts reported that despite budgetary constraints, the government has continued to promote this sector through the Trust Account for the support of cultural policy, whose investments for the Cameroonian film amounted to more than 800 million CFA francs over the past four years. In view of the problems facing the film business in Cameroon, namely the lack of funding, the relative quality of local production and the lack of professionalism among stakeholders, the governments strategy to boost the film is structured around five strategic thrusts, namely: the return to service infrastructure distribution of cinema, through the ongoing rehabilitation of two cinemas in Yaounde and the construction of new theaters with 200 seats in the main towns of region, strengthening technical and financial support film projects, especially with the entry into service of the National Institute of Arts and Culture (INAC), the reduction of production costs and distribution of Cameroonian films, the development of partnerships and promoting the destination Cameroon in the filming of movies. The Council then followed the communication from the Minister of Forestry and Wildlife, in which it appeared that the domestic timber market (MIB) is a virtual and / or physical platform for all business transactions between timber producers, consumers and other stakeholders across the country. Established in 2010, this device has, among others, to increase the market supply of wood level from the legal system, which has increased from 98,000 cubic meters in 2012 to 300 000 cubic meters in 2013. In addition, a computerized system for collecting and disseminating information relating to the supply and demand for wood could be sold was put in place, as well as the equipment of wood Promotion Centre in Yaounde view to increase its performance in promoting species, training and supervision of craftsmen in the wood trades. The Minister in charge of forests stressed that the objective of the MIB, 2015, is to increase the volume of legal 700 000 cubic meters of wood, in order to meet national and sub-regional demand. For this purpose, it is intended, among other MIB extension to all areas, the deployment of the software platform and user training, increased involvement of the private sector in the operationalization of the MIB and the creation of clusters wood in Yaounde and Douala, in the framework of the implementation of the Programme of competitiveness of sectors of growth. The discussion that followed the presentations allowed Council members to deepen exchanges on the need, first, to focus on the quality of Cameroonian film products with emphasis on the technical, industrial and artistic aspects secondly, to create a true synergy of actors in structuring the MIB. Following the discussion that followed the presentation, the Prime Minister directed the Minister for the Arts to work towards the successful implementation of planned activities. He also asked him to ensure the restructuring of the Cameroonian market the film, preserve and develop the national film heritage and broadcasting. The Minister in charge of forests, the Head of Government instructed regular assessment of the MIB, the institutional and financial, as well as the full implementation of measures to optimize the performance of this platform.
