Subject: Personal Education Credits What is AFN doing about the AFN Chiefs Resolution calling for the Deletion of the PEC Program??? RS Survivors had stated very clearly that the PECs should be handed out, in cash, to the RS Survivors. We already have our Treaty Right to Education and our MISERY should not be funding our Treaty Right to Education. The deadline is coming up fast and we need the AFN Chiefs Resolution to be enforced. We need the AFN regional Chief who has the RS Portfolio to respond to our stated NEED! Mike Morris Residential School Survivor Councilor, Kasabonika Lake First Nation Mr. Morris, I recently received the attached email from you inquiring about Personal Education Credits. As you noted, AFN Resolution 16/2014 was passed at the July 2014 Annual General Assembly in Halifax which calls upon the AFN to; (a) strongly advocate the elimination of the credits, with the remaining funds from the DAF to be dispersed to all Survivors and/or their heirs who received the CEP; or (b) in the event that the credits could not be eliminated, mandate that the NIBTF disperse all the funds it receives from the DAF to Survivors and/or their heirs who received the CEP. We have written the representatives of the Parties on August 1, 2014 to seek their consent to eliminate the Personal Credits program in favour of a direct $3,000 payment to all individuals who received the CEP. We understand that the representatives had met on September 26, 2014 and considered AFNs request. We have been advised verbally that the Parties did not reach a consensus on the request and, as a result the request to terminate the Personal Credits program will be denied. An official communication relating to the Parties discussion and decision will be mailed to our office in the next few weeks. The AFN has received preliminary indication that other Parties will also not consent to an extension of the deadlines, notably because all administrative costs will continue to be paid out of the surplus in the Designated Amount Fund, thus reducing the overall amount available to IRS survivors.
