THIS IS SOMEWHAT LONG, BUT TAKE A MOMENT TO READ. I just had the opportunity to read the statement signed by Jeffrey E. Thompson in The United States of America v. Jeffrey E. Thompson, Criminal number: 14-0049 (CKK); 18 U.S.C. § 371 (Conspiracy) and 22 D.C. Code § 1805a(a)(1) (Conspiracy). This is my summation of the Thompson case. Defendant Jeffrey E. Thompson was the CEO and majority owner of Thompson, Cobb, Bazilio and Associates, P.C., which received millions of dollars under contracts with D.C. and federal government. He was also the chairman, president, CEO and sole owner of D.C. Healthcare Systems, Inc. D.C. Healthcare Systems, Inc. owned D.C. Chartered Health Plan, Inc., which received $300,000,000 each year from the federal government for contracts with D.C. {Conduit Contributions means there was a middle-man.} Thompson and others conspired to defraud D.C. government by causing individuals, including relatives, friends, employees, independent contractors and the senior management of Thompson, Cobb, Bazilio and Associates, Inc. to make contributions to political campaigns in D.C. Thompson assured those contributors that he would reimburse them for their contributions using funds from his companies; and misrepresenting and concealing from the D.C. Office of Campaign Finance, other candidates, and the public that they had been reimbursed. Thompson enlisted individuals and a trusted associate to recruit and reimburse conduits to use their names to make contributions. From September 2006 to April 2011, Thompson utilized 75 conduits. [Contributions to 15 mayoral and D.C. Council candidates in excess of at least $500,000.] In making these contributions, Thompson and his companies disguised the true source of the in-kind contributions by transferring the funds through intermediaries, misrepresenting and concealing from the D.C. Office of Campaign Finance, other candidates, and the public that they had been reimbursed. March 30, 2010, Thompson expressed to Vernon Hawkins and Eugenia Harris (H and H) that he wanted to finance A’s campaign [assumingly Vincent Gray] with the expectation that A would improve Chartered business. He told H and H that he could not support A publicly, however, he would raise funds for A from donors not publicly associated with him (Thompson). After March 30, 2010, Thompson met with Hawkins to discuss a shadow campaign. Thompson agreed with H and H to fund a shadow campaign. Thompson told H and H the money would come from his companies. June 7, 2010, A met with Thompson to discuss fundraising to support A’s campaign. Thompson said his support would have to be from donors not publicly associated with him (Thompson). It stated in the document that Thompson’s intention was to reimburse many of these donors for their contributions. {The document did not state that Thompson told A he was going to reimburse the donors}. Uncle Earl was the name they were to use to keep the current mayor from knowing Thompson’s identity. On June 10, 2010, the treasurer filed the report with the D.C. Office of Campaign Finance, however, a $15,000 contribution for the shadow campaign was not listed. Thompson and Harris arranged for a future D.C. Council candidate to drive for A, and paid for the services. August 2010, Hawkins told Thompson to pay more money for the shadow campaign. Hawkins estimated over $400,000. At this point Thompson wanted to meet with A. Harris arranged the meeting. To keep his identity secret, Thompson’s payments would pass through H and H for the Get Out The Vote. H and H made expenditures for the shadow campaign. A won the election. Afterwards, Hawkins requested $10,000 to pay A’s close family member. Thompson said on behalf of A. After January 2, 2011, Thompson funded more than $40,000 through Harris to pay for home improvements, employment, and other items for A’s close friend. A thanked Thompson for getting work for the friend. {This was after the swearing in and it did not say it was campaign money.}
