TROOP A NEWS RELEASE January 8, 2015 Unrestrained Baton Rouge Man Killed in Head-on Crash Baker – Shortly before 4:30 pm on January 8, 2015, Troopers from Louisiana State Police Troop A began investigating a two vehicle fatal crash that occurred on LA Hwy 67 (Plank Rd.) north of Groom Rd. in East Baton Rouge Parish. The crash took the life of 25 year old Jeffrey G. Blackwell of Baton Rouge. The initial investigation by State Police revealed that the crash occurred as Blackwell was driving a 2003 Honda Accord northbound on LA Hwy 67. At the same time, 38 year old Richard D. Cook of San Antonio, TX was driving a 2014 Kenworth tractor-trailer southbound on LA Hwy 447. For unknown reasons Blackwell crossed the centerline and his Accord entered the southbound lane of travel. Upon doing so the Accord struck the Kenworth head-on. Blackwell was unrestrained at the time of the crash and suffered fatal injuries as a result. Cook was properly restrained and was uninjured. Impairment on the part of Blackwell is unknown at this time, and a toxicology sample was taken from him. Impairment on the part of Cook is not suspected. Louisiana State Troopers wish to remind motorists of the importance of seat belt use. While not all crashes are survivable, statistics show that the chances of surviving a motor vehicle crash rise significantly when properly restrained. Louisiana law requires that every person in a vehicle, regardless of seating position, always remain buckled up. Contact Information: TFC Jared L.
