Temple of education turns Pyramid of Corruption. Kokrajhar Government College fund misappropriated, reveals RTI. From our Correspondent, Sentinel, 13 January 2015 KOKRAJHAR, January 12: The alleged misappropriation of fund, meant for the contractual teaching and non–teaching staff of Kokrajhar Government College, by the Principal has been exposed after an RTI application was filed by a teacher of the college. The RTI report has exposed embezzlement in disbursement of salary to contractual teachers and official staff. The RTI application was lodged to the Secretary of Education Department, BTC by Nijira Brahma of Debargaon seeking the details of payment of salary to the contractual teaching and non–teaching staff of Kokrajhar Government College. She also collected documents through RTI from the college where the detailed salary statement was given. Nijira Brahma in her complaint said that she was engaged in the Department of Zoology in Kokrajhar Government College vide letter No. KGC/Apt.6/2012/371, dated October 1, 2012 by the Principal of Kokrajhar Government College, Dr. Binay Kr. Brahma on a lump sum salary of Rs 5,000 per month on temporary basis as there was a vacant post in the Zoology department. She alleged that the Principal had been misappropriating government funds and a large chunk of salary for the contractual teachers and official staff released by the BTC authority. She also revealed that the overall administrative activity of the college was not transparent and uniform and the Principal’s allotment of salaries to various teachers was not uniform and not in conformity to one’s qualification. Besides, providing equal remuneration to every teacher whether Science or Arts with or without NET/SLET is a violation of rules and regulation, said Nijira Brahma. She further alleged that she had once approached the Principal to ask him about his salary but he dismissed her, also warning her that she would not get her due remuneration. The statement of the budget estimate of contractual teaching and non–teaching staff for the financial year 2013–14 for Kokrajhar Government College reveals that Nijira Brahma’s monthly salary was specified as Rs 15,600 whereas as per her temporary appointment she got Rs. 5,000 per month. Brahma said she usually received Rs. 4,970 every month since she joined the college. The question is where has the remaining monthly salary, amounting to around Rs 11,000 gone? There were 12 contractual teaching staff in 2013–14 and six teachers were said to have received Rs 15,600 per month while three others got Rs 12,000 and Rs. 3,500 was given to the three non–teaching staff. The Principal submitted the budget estimate of Rs. 16, 81,200 to the Education Department of BTC for release of fund. The BTC also vide letter No. BTC/EDN–57/2013/8 released the amount and the Principal submitted the full utilization certificate of Rs. 16, 81,200 to BTC on October 24, 2013 mentioning that the fund was disbursed to the contractual teaching and non–teaching staff of the college. From this point of view, the 12 teaching and non–teaching staff should have got Rs 15,600, 12,000 and Rs 3,500 respectively as monthly salary. This raises doubt whether all contractual teaching and non–teaching staff are getting much less salary that what the college authority is receiving as fund from the BTC Education department. Again, in 2014–15, the Principal of the college submitted the budget estimate of contractual teaching and non teaching staff to the tune of Rs. 22, 60,800 for 17 staff, including 11 lecturers, two III rd grade employees and four IV grade employees, to the Director of Education, BTC where the monthly salary of Nijira Brahma and others was mentioned as Rs. 15,600, 12,000 and Rs. 3,500 respectively. It is learnt that the BTC has sanctioned the amount and it is to be released from the Director of Education shortly. The Principal, despite having received the salary amount for the teaching and non–teaching staff from BTC, mentioned in his statement in the salary component that neither BTC nor the Government of Assam has released fund for non–teaching staff. Through RTI, it has been found that the college received Rs 10, 00000 from BTC vide order No. BTC/CD–20/2009–10/21 dated November 3, 2010 for the construction of an auditorium hall in the college compound but college faculty have alleged that no auditorium hall has been constructed. sentinelassam/state2/story.php? sec=2&subsec=14&id=214891&dtP=2015-01-13&ppr=1#214891
