The Office of the Public Protector is established in terms of Section 181 of the Constitution of South Africa. This office, in line with the powers vested on it by the Section 182 of the Constitution investigated wrongdoing in the renovations at Jacob G. Zumas private residence at Nkandla, concluded its investigation, presented a report thereon and ordered the President, who has sworn an oath to uphold the Constitution of this country, to present that report with his comments thereon to the National Assembly within 14 days. The President, in his wisdom has instructed the Special Investigations Unit (SIU) to investigate any wrongdoing, in which he himself may be implicated, at his own private residence at Nkandla and report back to him. Nowhere in the entire Constitution of South Africa is the SIU mentioned, meaning the SIU is not a creature of the Constitution of South Africa. Zuma says hes only going to comment on the report of a Constitutional creature of this country empowered by the Constitution of this country once he has received a report of an institution that is not a creature of the Constitution of this country and intructed by himself to investigate. That I suppose is how Zuma is upholding the Constitution in line with the oath he took.
