The Scarborough Shoal is an area that barely consists of land and is mostly made up of “uninhabited rocky outcrops, atolls, sandbanks, and reefs. The Philippines and China are both dependent upon the fisheries in the South China Sea, specifically in the Scarborough Shoal, for the economic development and livlihood of their people.
