Worshipping the emperor involved a threat: do it or die. On the other hand, Babylon, the harlot, promised pleasures and ease those who joined with her. Joining with the pagan life of the city involved an enticement. Social and economic well-being seemed to demand participation in the idol-saturated social life of the city, and literal harlots offered their physical pleasures as well.
