The well established and accepted parliamentary practice,precedents,rules of ethics,constitutional law and propriety required the speaker of Mahrashtra Assembly, to call upon the members of house when he put confidence motion for vote, to say if they support the motion.Thereafter he should have asked the members to say no,if they do not support the motion.After the process was complete he should have declared his decision of passing the motion.After that he should have given 5 minutes time to members for demanding division of votes, in case any member or members who were not satisfied with the decision of speaker.Yesterday. The speaker asked the members to say yes or no.in one stroke.Oh my god! how the speaker could judge in whose favour voice is?The Congress members, in fact, had immediately demanded division of votes.Then speaker should have directed division of votes.However instead he put next subject of election of leader of opposition in confused state in the house. Hurriedly and in extraordinary zeal and enthusiasm declared the name of the leader of opposition.He thereafter appeared before media and pleaded his case. Which was highly objectionable conduct.Entire picture reflects that everything was planned and speaker was party to it.Great blow to democracy and really shocking.They may have won the motion but not the confidence.They lost it in peoples parliament.
