There is no more diverse, enlightened, better trained and better educated urban law enforcement agency than is the SFPD, said San Francisco Police Officers Association president Martin Halloran. In 2010, the department still called for a hostage negotiator for a man experiencing a psychological crisis. Less than 30 officers out of this 2,700 member department were trained in Crisis Intervention. They have shown repeatedly a bias to blame the victim. From 2005-2013 in San Francisco 58% of those the SFPD killed were mentally ill. They are so enlightened they think it is okay to call out, Get back into your apartment, YOU FOOL! at a suicide baiting. That message PROVED to the crowd that the SFPD thought Dylan DESERVED to be hurt. This department shows no ability to de-escalate a situation or manage a crowd, much less deliver accountability.
