There is rule-governed and contingency-shaped behaviour. The latter is the behaviour that is shaped by direct experience (e.g. touching a stinging nettle; reduces touching of nettles... or pressing a switch gets the light turned on/off; increases the pressing of switches to get lights on/off). This is tremendously important to learning a whole host of things....but it is not the only way... The former is behaviour not directly experienced but still followed in the form of rules (e.g. jumping off 20 storey building will hurt- dont do it; you dont jump off high buildings... or robbing banks with shotguns might lead to 20+ years in prison- you dont rob banks...). What is important about rule-governed behaviour is that you cant possibly go it alone in the world and experience directly every possible consequence. So it is vital that you acquire the ability to follow rules which enable you to escape, avoid or access the consequences which are helpful to you.
