But NOTHING in the supposed evidence of cunanan FULFILLS A MAJOR REQUIREMENT OF PLUNDER, which is the respondent must have pocketed the money involved or must have enriched himself or herself out of it. A story in iqinurer.net quoted justice sec. leila de lima as saying that according to cunanan, among others: senators personally handpicked and endorsed non-government organizations of Janet Lim Napoles as project implementors. letter-endorsements show the accused senators identifying not just the projects where their funds would be allocated but which NGOs will implement the projects. There are copies of the memoranda of agreement between the Napoles NGO, the implementing agency and the office of the senators. Assuming that what cunanan says are true, NASAAN ANG EBIDENSIYA NA BINULSA,o NAGBULSA ANG MGA SENADOR ANG PERA MULA SA MGA PDAF FUNDS NILA? Before cunanan, there was ruby tuason, who had NOTHING MORE THAN HER WORDS as evidence of her claims. Justice sec. Leila de lima described tuason’s testimony as ‘slam dunk’ proof.
