Kolkata-16 10-A, Middleton Row, Kolkata-71 Sub:- Mismanagement of Depot Operation and Disciplinary Action thereof. Respected Sir, As you are aware that the gross mismanagement of depot administration and operation came to light and in order to hide misdeed and misconduct of the management, the FCI TOP management enter into a shameful disciplinary action. One of the glaring episodes is the FCI, FSD OJM state of Affairs. The Management had mismanaged the Depot affairs of FSD OJM in an attempt to earn kudos of higher management and there by humiliate the general employees by punishment and tarnish the social angle of employee in society. The justice system of our Natural Law states that the Authority with tarnish image cannot be decider of fate of others, the management accused and proved with mismanagement cannot be the authority to decide the fate of oppressed. The Mismanagement of Authority 1. 26 wheat rakes were planned for FSD-OJM and 29 rakes were planned for FSD-Kalyani wherein no sufficient arrangement of light, drinking water, dunnuage is available for staff/labour body towards taking of wagon stock. Naturally due to bunching of rakes, about 2.5 crores of D/C amount / liability sustained by the own fault of R.O. (WB) management. Not only that such unplanned decision of abnormal inward rake movement, keep both the depot staff in deep trouble with the apprehension of deterioration / down gradation of stock for which entire liability will be on Regional Management side. 2. Absurd and mismanagement of odd planning of rakes movement there by flouting the basic working and operation condition of depot. The identities of stacks are diluted (irrespective of crop year) when there are forced intakes of rakes. The present situation too speak volume of the same, despite paucity and scarcity of storage worthy space, the rakes are being forced to take without planning thereby putting the employees vulnerable to disciplinary action. 3. The security of FSD-OJM(Budge Budge) are put into serious exposure by allowing the outsiders to dwell inside the depot premises there by giving scope to unscrupulous people residing inside to flout the essence of security and leading the stock susceptible to loot and theft. Management had allowed the unauthorized dwellers to siphon unauthorized way thereby leading to loss in grain storage, imagine if a person draw 500 grams/day of grain then the loss would stand in whole of a year (25x12x500 grmsx250=37500000/1000=37500kgs x no. of years). This loss never comes to light in a running depot like FSD OJM. Entrustment of security work to non-departmental institution / organization are not properly guided and provision of same are not kept in the scope of contract while handing over the security work to them for example there was no briefing about the unauthorized dwellers of FSD OJM to Security agency and about the management of other security aspect of depot. 4. The faulty P. V. system of the management where the PV over the years are done in peripheral manner, there is no scope of ascertaining the loss per bag. One had to certify the bags containing average of weight against filling weight. Peripheral Counting should be done with if actual weight of stocks is to be ascertained in average. 5. There should not be declaration of weight of stocks in the manner of average; the whole lot of stacks should go through the weighment process, since there is the scope of faulty and unrealistic weighment declaration leading to unrealistic loss. 10% weighment should be done with. Entrusting stocks to Employees with 10% weighment and releasing/issuing against 100% leads to negligent entrustment which is bad in eyes of law. 6. It may also be ascertain from records that how many days, the staff of FSD-OJM and FSD-Kalyani avail their normal monthly holidays for rest during April-May 2013 in comparison to R. O. (WB) / ZO (EZ) twice a week. 7. All entrustment of stocks to employees also demands manpower to manage the operation in proper manner there by achieving targets fixed by management, but the authority intentionally do not provide the support staff to manage the whole process in effective and proper manner so that the loss con be curved to possible target. The staff requirement was never accessed by any authority rather they are put in inhuman condition; there should be people for leave reserve. Had the management assessed a lone shed incharge had to tackle the factors responsible to manage a shed beside his monthly/yearly turnover of stock handling in compression to other employees enjoyed equal pay in similar post in office. 8. The Quality aspect of incoming stocks while procurement of levy and CMR (in various Depots of Region) are forced to be compromised at the instances of the higher authority are known to everybody but the employees cannot resist such intervention due to fear of insubordination and fear of making him liable in other angle. The authority never had given any moisture meter to each and every shed, to ascertain the basic moisture of stocks by shed incharge is basic right which is not granted by authority. Instead inferior quality of stocks are moved in from outside giving boost to loss when the stocks are not lifted on quality complain by the state. 9. The assessment of depot and its operation are always kept in half-baked position by the inspecting Officers and never provided any first hand solution and guidance in the technicality of the depot operation in co-relation to other organizational factors. They had been more policing than a team worker rather they had never been vigilant and solution provider. They had intentionally failed to keep a copy of their visiting report in the concerned Depot Inspection Register to evade own responsibility. 10. The Depot personnel had never been put into raining and refreshing course/training and authority rather shows apathy in providing training to depot personnel, this attitude had been deliberately done to keep the affairs of depot neglected and low informed. The above ill factors do naturally give rise to ill managing of depot affairs leading to losses, for which the employees are made scapegoat and slapped with punishment by sham disciplinary action. Thus, the authority should not decide the fate of the depot employees by its own inquiry mechanism (FCI), as there is every likely hood that the miscarriage of justice would take place. We would request relief of the employee of FSD-OJM(Budge Budge) from Departmental proceeding till an independent agency (CBI) deliver its findings in order to endorse equality in the eyes of law.
